On 15 November 1995 the United States was granted a renewal of that waiver to 30 September 2005, and again on 29 May 2009 to 31 December 2014, to the extent necessary to permit the United States to provide duty-free treatment for imports of eligible products originating in beneficiary Central American and Caribbean countries and territories (‘beneficiary countries’) designated pursuant to the provisions of the Caribbean Basin Economic Recovery Act of 1983 as amended by the Caribbean Basin Economic Recovery Expansion Act of 1990 and by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 (‘existing waiver’).

Pursuant to paragraph 3 of Article IX of the WTO Agreement, the United States submitted a request to extend the existing waiver to 31 December 2019 and expand the scope of the existing waiver of its obligations under paragraph 1 of Article I of the GATT 1994 to the extent necessary to permit the United States to provide duty-free treatment to eligible products originating in beneficiary countries designated pursuant to the provisions of the Caribbean Basin Economic Recovery Act of 1983 as amended by the Caribbean Basin Economic Recovery Expansion Act of 1990 and by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008, and the Haitian Economic Lift Program Act of 2010.

The Lima Agenda in relation to sustainable development, and in particular the environment, climate change and energy 32.Recommends that the political agenda between the EU and the countries of LAC give priority to cooperation on climate change and policies for preventing global warming; points out that the very poor, and especially indigenous populations, are the first to suffer from climate change and a deteriorating environment; 33.Points out that the partnership between the European Union and LAC in this sense is of crucial importance given both parties" interest in promoting sustainable development and environmental balance, and therefore advocates mutual support for their respective environmental initiatives at international level;

Instructs its President to forward this resolution to the Presidency of the Fifth LAC-EU Summit, the Council of the European Union, the European Commission, the Governments and Parliaments of all the EU Member States and all the countries of Latin America and the Caribbean, the Euro-Latin American Parliamentary Assembly, the Latin American Parliament, the Central American Parliament, the Andean Parliament and the Mercosur Parliament.

Endorses the standpoint adopted by the African, Caribbean and Pacific Group of States (ACP) that the definition of separate EU policies for the three ACP regions must on no account serve to undermine overall relations between the European Union and the ACP States; welcomes the establishment of an additional forum for political dialogue in the form of summits between the European Union and the States of Latin America and the Caribbean (LAC States), but insists on the primacy of the arrangements made in the context of the Cotonou Agreement;

The ESC's most recent initiatives in this field include the Opinion on Relations between the European Union, Latin America and the Caribbean: socio-economic interregional dialogue(1), adopted with a view to the first Summit of Heads of State and Government of the EU, Latin America and the Caribbean held in the Rio de Janeiro on 28 and 29 June 1999 and the first meeting of the representatives of European/Latin American-Caribbean civil society held in Rio on 23 to 25 June 1999.
