La Commission européenne (ci-après la «Commission») a mis fin aux démarches à l’égard de l’État indépendant de Papouasie - Nouvelle-Guinée dans la lutte contre la pêche INN qui ont été engagées le 10 juin 2014 par la décision 2014/C 185/02 de la Commission (1) relative à la notification d’un pays tiers que la Commission pourrait considérer comme pays tiers non coopérant en application du règlement (CE) no 1005/2008 du Conseil (2) établissant un système communautaire destiné à prévenir, à décourager et à éradiquer la pêche illicite, non déclarée et non réglementée (ci-après «règlement INN»).
The European Commission (the Commission) has terminated the demarches with the Independent State of Papua New Guinea (Papua New Guinea) in the fight against IUU fishing initiated on 10 June 2014 with the Commission Decision 2014/C 185/02 (1) on notifying the Independent State of Papua New Guinea that the Commission considers as possible of identifying Papua New Guinea as non-cooperating third country pursuant to Council Regulation (EC) No 1005/2008 (2) establishing a Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing (IUU Regulation).

3. estime que le renforcement de la sécurité régionale et la lutte contre le terrorisme et la piraterie, pour indispensables qu'ils soient, ne doivent pas éclipser la nécessité absolue de soutenir en premier lieu l'éradication de la pauvreté dans la région, et ce d'autant moins que l'Union européenne se doit, selon son traité fondateur même, de tenir compte des objectifs de la coopération au développement - au premier rang desquels figurent la réduction et l'éradication de la pauvreté - dans la mise en œuvre des politiques qui sont susceptibles d'affecter les pays en développement (article 208, paragraphe 1, du traité FUE); observe que tous les pays de la Corne de l'Afrique sont des pays en développement, et qu'ils ont - à l'exception des deux Soudan qui n'ont pas signé l'accord de Cotonou - reçu à ce titre deux milliards d'euros d'aide au développement (dont 644 millions pour la seule Éthiopie) pour les programmes indicatifs nationaux et régionaux au titre du 10 FED (2008-2013); indique qu'au cours de la même période, et toujours au titre du 10 FED, la région de l'Afrique de l'Est, de l'Afrique australe et de l'océan Indien bénéficie de 619 millions d'euros (en partie pour l'IGAD, Inter-Governmental Authority on Development), avec pour objectif d'éradiquer la pauvreté dans les pays de la région et de les aider à atteindre les objectifs du Millénaire pour le développement; rappelle enfin que la facilité de paix africaine, un sous-instrument du FED, appuie financièrement la mission de l'Union africaine en Somalie (AMISOM);

Takes the view that boosting regional security and combating terrorism and piracy, while essential, must not eclipse the absolute necessity of supporting as a first priority the eradication of poverty in the region, particularly since the EU has an obligation under its founding Treaty to take account of the objectives of development cooperation – foremost among which are the reduction and eradication of poverty – in the policies that it implements which are likely to affect developing countries (Article 208(1) TFEU); notes that all the countries of the Horn of Africa are developing countries, and as such – apart from Sudan and South Sudan, which have not signed the Cotonou Agreement – have received EUR 2 billion in development aid (of which EUR 644 million went to Ethiopia alone) for indicative national and regional programmes under the 10thEDF (2008-2013); notes that, during the same period, again under the 10thEDF , the East Africa, Southern Africa and Indian Ocean region is receiving EUR 619 million, partly for the Inter-Governmental Authority on Development (IGAD), the aim being to eradicate poverty in the countries of the region and help them attain the Millennium Development Goals; recalls, finally, that the African Peace Facility, a sub-instrument of the EDF, gives financial support to the African Union mission in Somalia (AMISOM);

(10 ter) Afin d'assurer la souplesse d'utilisation de l'assistance macrofinancière dans le cadre de l'action extérieure de l'Union, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne en ce qui concerne la détermination de l'admissibilité des pays tiers qui ne sont ni des pays candidats, ni des pays candidats potentiels, ni des pays voisins.
(10b) To allow for flexibility in the use of macro-financial assistance as part of the Union's external action, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of determining the eligibility of these third countries that are neither candidate, nor potential candidate, nor neighbourhood countries.

49. Shares the view of the Commission that in some cases, a ‘dynamic approach’ to GBS may lead to important political results, when budget support is given to countries which demonstrate weaknesses in public finance management but which are committed to reform and show progress in implementing reforms; is, however, deeply concerned that 12 of the non-fragile ACP countries for which GBS has been planned in the country strategy papers for the Tenth EDF and five Latin American countries with GBS programmes, are classified in the 2009 Corruption Perception Index by Transparency International as having ‘rampant corruption’ which means that they scored less than three on a scale from 10 (very clean) to zero (highly corrupt); urges the Commission to develop adequate, strict and transparent monitoring methods and to ensure that sufficient and adequate staff are present in the Union Delegations before engaging in GBS in recipient countries with such high fiduciary risks; in this context, calls on the EEAS to fully exercise its political role by active participation in developing the political goals of the recipient countries in terms of the fight against corruption and ensuring progress towards their achievement;

Dans la mesure où le protocole le permet, un producteur peut, pour des motifs de rationalisation industrielle avec un pays tiers partie au protocole, être autorisé par la Commission, en accord avec l’autorité compétente de l’État membre dans lequel se situe sa production concernée et avec le gouvernement du pays tiers concerné, à associer ses niveaux calculés de production fixés à l’article 10 et à l’article 11, paragraphe 2, avec les niveaux calculés de production autorisés pour un producteur d’un pays tiers en vertu du protocole et de la législation nationale dudit producteur, pour autant que la somme des niveaux calculés de production des deux producteurs ne dépasse pas la somme des niveaux calculés de production autorisés conformément à l’article 10 et à l’article 11, paragraphe 2, pour le producteur communautaire et des niveaux calculés de production autorisés pour le producteur du pays tiers en vertu du protocole et de la législation nationale applicable.
4. To the extent permitted by the Protocol, the Commission may, in agreement with both the competent authority of the Member State in which a producer’s relevant production is situated and the government of the third country Party concerned, authorise a producer to combine the calculated levels of production laid down in Article 10 and Article 11(2) with the calculated levels of production allowed to a producer in a third country Party under the Protocol and that producer’s national legislation for the purpose of industrial rationalisation with a third country Party, provided that the combined calculated levels of production by the two producers do not exceed the sum of the calculated levels of production allowed to the Community producer under Article 10 and Article 11(2) and the calculated levels of production allowed to the third country Party producer under the Protocol and any relevant national legislation.

Et j’espère que la volonté politique claire de l'Union européenne coïncidera avec la volonté politique claire des pays candidats de faire ce qu’ils doivent pour que nous puissions effectivement prendre en temps voulu la décision politique de clore les négociations, avec 10 pays pour commencer et avec plus de pays à l’avenir.
I trust that the same kind of clear political will shown by the European Union will also be shown by the candidate countries, and that they will therefore take the action required. Then, when the time is right, it will indeed be possible for us to take the political decision to close negotiations with ten countries in the first instance and with more in the future.

Or, aujourd'hui, ce droit à la connaissance fait défaut, puisque, sur notre continent, 10 à 20 % de la population de l'Union, et jusqu'à 30 % de la population si on y ajoute les pays candidats à l'adhésion, sont considérés comme illettrés : 45 % au Portugal, 35 % en Italie, 22 % en Irlande et en Grande-Bretagne, 15 % en Allemagne et en France et, si j'y joins les pays candidats : 42 % en Slovénie et en Pologne, 33 % en Hongrie, 29 % en Bulgarie et 20 % en Lituanie.
This right to knowledge is not currently realised, however, as 10 to 20% of the population of the European Union, or as many as 30 % if we count the candidate countries, are considered to be illiterate: 45% in Portugal, 35% in Italy, 22% in Ireland and Great Britain, 15% in Germany and France and, to add the candidate countries: 42% in Slovenia and Poland, 33% in Hungary, 29% in Bulgaria and 20% in Lithuania.

Les produits visés à l'article 10, originaires des pays ayant reçu notification d'une décision leur accordant le bénéfice du régime spécial sont, après la date d'entrée en vigueur de cette décision, admis au bénéfice du régime prévu à l'article 10, sur présentation d'une attestation des autorités compétentes du pays bénéficiaire, dûment identifiées lors de la phase d'instruction de la demande, certifiant que les produits en question et leurs composants fabriqués dans ce pays ou dans un pays bénéficiaire du cumul régional au sens de l'article 72 du règlement (CEE) n° 2454/93 l'ont été dans des conditions conformes aux dispositions légales internes mentionnées à l'article 11, paragraphe 1, premier tiret, et peuvent donc bénéficier du régime spécial.

Products referred to in Article 10 originating in countries which have been notified of a decision granting them entitlement to the special incentive arrangements shall be admitted under the arrangements provided for in Article 10 from the date of entry into force of that decision on presentation of a statement by the beneficiary country's competent authorities, duly identified during appraisal of the request, certifying that the products in question and their components have been manufactured in that country, or in a country entitled to regional cumulation within the meaning of Article 72 of Regulation (EEC) No 2454/93, under conditions complying with the domestic legislation referred to in the first indent of Article 11(1) and are therefore eligible for the special incentive arrangements.

Whereas Article 9 (3) of Regulation (EEC) No 486/85 provides that yams and similar products originating in the African, Caribbean and Pacific States (ACP States) and in the overseas countries and territories (OCTs) are to be completely exempt from duties on import to the Community within the limit of an overall quantity of 10 000 tonnes per year; whereas it also provides that the quantities originating in the abovementioned countries and territories are to be set against the quotas opened for imports of manioc and similar products originating in countries which are members or non-members of GATT, as the case may be, and that if these quotas are used up this must not prevent the import of 10 000 tonnes of products from the ACP countries and the overseas countries and territories;
