Stresses that synergies between structural funds and other sectoral policy instruments, and between these instruments and national, regional and local resources, are vital and create valuable links allowing mutual reinforcement, sustainable implementation of programmes and achievement of territorial cohesion; acknowledges that, through the earmarking provisions for 2007-2013, cohesion policy is better geared to create synergies with research and innovation policies; underlines that Structural Funds could be used to enhance research infrastructure, ensuring the level of excellence necessary for access to research funds; also highlights the benefits of synergies between ERDF, ESF and EAFRD; notes that experience clearly proves that successful performance of ESF-financed programmes is essential in order to maximise the effectiveness of ERDF funding for economic actions; recalls in this context the potential of cross-financing which is not yet fully exploited; with a view to the next Strategic Report, invites the Commission to introduce a reference to mutual interaction between Structural Funds as well as their interaction with other EU financial instruments;

Pour la période de programmation en cours des Fonds structurels, le règlement (CE) n° 1260/1999 du Conseil tient compte de l’article 6 du traité CE dans la mesure où, d’une part, il établit un lien entre la poursuite des objectifs prioritaires des Fonds et, entre autres, le développement durable et la protection et l’amélioration de l’environnement (article 1er) et, d’autre part, il impose à la Commission et aux États membres d'intégrer les exigences de protection de l’environnement dans la définition et la mise en œuvre de l’action des Fonds structurels (article 2).
For the current programming period of Structural Funds, Council Regulation (EC) Nº 1260/1999 takes into account Article 6 of the EC Treaty by linking pursuit of the Funds' priority objectives with, inter alia , sustainable development and the protection and improvement of the environment (Article 1), and by requiring the Commission and the Member States to integrate the requirements of environmental protection in the definition and implementation of the operations of the Structural Funds (Article 2).

2.1. Un programme d'activité prudent doit être présenté par les cofinanceurs ou les parrains du fonds, précisant, entre autres, le marché cible, les critères, termes et conditions de financement, le budget opérationnel du fonds, le régime de propriété et les partenaires de cofinancement, le professionnalisme, la compétence et l'indépendance de la gestion, les statuts du fonds, la justification et l'utilisation prévue de la contribution des Fonds structurels, la politique de sortie des investissements et les règles de liquidation du fonds, y compris la réutilisation des ressources attribuables à la contribution des Fonds structurels.

A prudent business plan shall be submitted by the co-financiers or sponsors of the fund specifying, inter alia, the targeted market, the criteria, terms and conditions of financing, the operational budget of the fund, the ownership and co-financing partners, the professionalism, competence and independence of the management, the fund's by-laws, the justification and intended utilisation of the Structural Funds' contribution, the investment exit policy, and the winding-up provisions of the fund, including the reutilisation of returns attributable to the contribution from the Structural Funds.

Requests that, in the future, the reports should not be confined to a summary of the rate of implementation and a description of the activities carried out, but that they should also include a more scientific assessment, based on objective criteria, outlining the economic and social impact on the regions which have received Structural Fund support; these criteria may include the number of jobs created, the gross regional product, infrastructure projects completed and trade with other regions; requests, further, that the reports should give details of the spill-over effects of the measures financed under the Structural Funds;

(2) considérant que, en vertu de l'article 19 du règlement (CEE) n° 2052/88 du Conseil du 24 juin 1988 concernant les missions des Fonds à finalité structurelle, leur efficacité ainsi que la coordination de leurs interventions entre elles et celles de la Banque européenne d'investissement et des autres instruments financiers existants(5), le Conseil doit réexaminer ledit règlement, sur proposition de la Commission, dans un délai expirant le 31 décembre 1999; que, afin d'assurer une meilleure transparence de la législation communautaire, il est souhaitable de regrouper en un seul règlement les dispositions relatives aux Fonds structurels et, en conséquence, d'abroger le règlement (CEE) n° 2052/88 et le règlement (CEE) n° 4253/88 du Conseil du 19 décembre 1988 portant dispositions d'application du règlement (CEE) n° 2052/88 en ce qui concerne la coordination entre les interventions des différents Fonds structurels, d'une part, et entre celles-ci et celles de la Banque européenne d'investissement et des autres instruments financiers existants, d'autre part(6);
(2) Whereas Article 19 of Council Regulation (EEC) No 2052/88 of 24 June 1988 on the tasks of the Structural Funds and their effectiveness and on coordination of their activities between themselves and with the operations of the European Investment Bank and the other existing financial instruments(5), requires the Council to re-examine that Regulation on the basis of a Commission proposal before 31 December 1999; whereas, in order to improve the transparency of Community legislation, it is desirable to bring together all the provisions concerning the Structural Funds into a single Regulation and to repeal Regulation (EEC) No 2052/88 and Council Regulation (EEC) No 4253/88 of 19 December 1988 laying down provisions for implementing Regulation (EEC) No 2052/88 as regards the coordination of the activities of the different Structural Funds, on the one hand, between themselves and with the operations of the European Investment Bank and the other existing financial instruments, on the other hand(6);

Approves the new system for the financial management of the Structural Funds, but considers that structural measures under Heading 2 should continue to be considered an expenditure target; therefore takes the view, that in the first instance decommitments must be reallocated to regional or other Structural Funds "assistance" forms within the same Member State allowing the possibility for reprogramming, on the basis of utilisation and need criteria, considers that areas in transition should not be subject to those provisions;

Whereas provisions common to the Community's Structural Funds have been established by Council Regulation (EEC) No 4253/88 of 19 December 1988 laying down provisions implementing Regulation (EEC) No 2052/88 as regards coordination of the activities of the different Structural Funds as between themselves and with the operations of the European Investment Bank and the other existing instruments(5), together with other provisions common to the activities of the Funds;
