Mr. Vito Signorile: To summarize our position, before any MAI-type expansion of international commerce, we need a binding declaration of the priority of human rights over any other category of rights, a clear policy on reasonable limits to size, including support for regional and local commercial activity, and finally, a binding recognition that no agreements can be made that will effectively deprive citizens of their rights and duties respecting the communities in which they live.

Recalls the importance of establishing representative domestic advisory mechanisms, as set out in Article 281 of the Trade Agreement, with the participation of trade unions, employer representatives or other relevant stakeholders such as NGOs, which will play a mandatory part in observing the implementation of the Trade Agreement, especially in the areas of labour and sustainable development, with the right to be regularly consulted and to bring forward complaints within a mandatory and institutionalised complaint mechanism, as well as recommendations and suggestions, including a proposal to have an independent exchange of views with their EU equivalents;

Remaining silent means tacitly accepting such legislation, and your Rapporteur does not believe that political dialogue can take place in the future on this issue if it is not explicitly addressed in the Cotonou Agreement, which is the framework of many other agreements, including the EPAs.
