8. rappelle la nécessité de d'unir et de renforcer les efforts en vue de supprimer l'exploitation au travail, notamment des femmes et des enfants, et de mettre un terme aux pratiques de dumping social qui minent le développement humain, ainsi que d'améliorer les conditions de travail tout au long de la chaîne mondiale de création de valeur, en y associant les acheteurs au même titre que les fournisseurs, ainsi qu'il a été fait récemment au Bangladesh et en Birmanie; rappelle à la Commission la nécessité de conserver le plus haut niveau de coopération avec l'Organisation internationale du travail (OIT), en particulier dans le contexte du sommet de l'ONU sur le développement durable de septembre 2015; demande que l'Union européenne promeuve à l'échelon mondial l'intégration dans la politique commerciale des objectifs du programme pour un travail décent de l'OIT, entériné dans la déclaration sur la justice sociale pour une mondialisation équitable, adoptée en 2008 à l'unanimité par les États membres de l'OIT; invite également l'Union à faire plein usage de l'expertise fournie par l'ensemble des organes de l'OIT, notamment son comité d'experts et sa commission de l’application des normes; lui demande instamment d'insérer un chapitre sur le développement durable, ambitieux et concret, dans tous les accords de politique commerciale qu'elle signera; rappelle également, à ce propos, le rôle vital que les accords commerciaux conclus par l'Union, ainsi que d'autres instruments, tels que le schéma des préférences tarifaires généralisées, peuvent jouer en accélérant la mise en œuvre des normes de l'OIT, et donc en favorisant mondialement la mise en place de conditions de travail décent;

Recalls the need to combine and strengthen efforts to eradicate labour exploitation, particularly of women and children, to put an end to social dumping practices that undermine human development, and to improve working conditions across the global value chain by involving buyers as well as producers, as implemented recently in Bangladesh and Myanmar; recalls the need for the Commission to maintain the highest level of cooperation with the ILO, not least in the context of the September 2015 UN Sustainable Development Summit; calls for the EU to promote on the global stage the integration into trade policy of the objectives of the ILO’s Decent Work Agenda, as endorsed by the ILO member states in the Declaration on Social Justice for a Fair Globalisation, unanimously approved in 2008; also calls for the EU to make full use of the expertise provided by all ILO bodies, in particular the Committee of Experts and the Committee on Application of Standards; urges the EU to include an ambitious and effective sustainable development chapter in all trade policy agreements; also recalls in this context the vital role that trade agreements concluded by the EU as well as other instruments, such as the Generalised Scheme of Preferences, can play in fostering the implementation of ILO standards and thus in encouraging decent working conditions globally;

77. invite l'Union européenne à s'assurer que tous les accords commerciaux conclus avec les pays tiers comportent des clauses qui encouragent la cohésion sociale et garantissent le respect des normes sociales, environnementales et du travail ainsi que la bonne gestion des ressources naturelles, en particulier la terre et l'eau; note que l'Union européenne met en place un mécanisme de suivi des droits de l'homme qui doit être inclus dans le cadre des nouveaux accords de partenariat et de coopération et d'autres accords commerciaux avec un certain nombre de pays; souligne que ces mécanismes de suivi ne sont pas suffisamment ambitieux et clairement définis, ce qui compromet l'engagement inscrit dans le traité de l'Union en faveur de la promotion des droits de l'homme et de la démocratie dans le monde; s'inquiète particulièrement à cet égard au sujet de l'accord de partenariat et de coopération (APC) avec l'Ouzbékistan et de l'APC en attente avec le Turkménistan;

Calls on the European Union to ensure that all trade agreements it signs with third countries include clauses which promote social cohesion, ensure respect for social, environmental and labour standards and the sound management of natural resources, in particular land and water; notes that the EU is developing a human rights monitoring mechanism to be included as part of new partnership and cooperation agreements, and other trade agreements, with a number of countries; stresses that these monitoring mechanisms are not ambitious enough and not clearly defined, compromising the EU’s treaty commitment to the promotion of human rights and democracy in the world; is particularly concerned in this regard about the Partnership and Cooperation Agreement (PCA) with Uzbekistan and the pending PCA with Turkmenistan;
