Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. This Directive sets out rules allowing a judicial or equivalent authority in a Member State, in which a protection measure has been adopted with a view to protecting a person against a criminal act by another person which may endanger his life, physical or psychological integrity, dignity, personal liberty or sexual integrity, to issue a European protection order enabling a competent authority in another Member State to continue the protection of the person in the territory of that other Member State, following criminal conduct, or alleged criminal conduct, in accordance with the national law of the issuing State.

In respect of the protective measures against the introduction of harmful organisms from the Canary Islands into other parts of Spain and into the other Member States and against their spread within the Canary Islands, the dates referred to in paragraph 1(a) of this Article, Article 3(4), Article 4(2) and (4), Article 5(2) and (4), Article 6(5) and (6), Article 10(1) and (2) and Article 13(8), (10) and (11) shall be replaced by a date which corresponds to the end of a six-month period following the date by which Member States must implement forthcoming provisions dealing with Annexes I to V for the protection of the Canary Islands.

ANNEX I Draft Council Recommendation on combating the illegal employment of third-country nationals THE COUNCIL OF THE EUROPEAN UNION, Having regard to Articles K.1 and K.2 of the Treaty on European Union, Having regard to the Council Recommendation of 22 December 1995 on harmonizing means of combating illegal immigration and illegal employment and improving the relevant means of control [1] , Having regard to the Resolution adopted by the Council on 20 June 1994 on limitations on admission of non-EC nationals to Member States for employment, Whereas Article K.1(3)(c) of the Treaty on European Union lays down that combating unauthorized immigration, residence and work by nationals of third-countries in the territory of Member States constitutes a matter of common interest; Whereas measures to combat the illegal employment and exploitation of third-country nationals should be complemented by measures to promote the integration of foreign workers lawfully established and legally employed in the territory of the Member States, guaranteeing them appropriate conditions of access to vocational training; Whereas illegal employment may distort the conditions of free competition in the internal market by reducing social costs or giving employers other advantages and by lowering levels of social protection; Whereas this Recommendation is aimed at strengthening cooperation between Member States on immigration policies in relation to third-countries; RECOMMENDS THAT THE GOVERNMENTS OF THE MEMBER STATES apply the principles set out below with a view to combating illegal employment of third-country nationals: I. LUTTE CONTRE LA FRAUDE : PROGRAMME DE TRAVAIL DE LA COMMISSION POUR 1996 - CONCLUSIONS "LE CONSEIL - accueille favorablement le programme de lutte contre la fraude présenté par la Commission pour 1996; - rappelle les conclusions du Conseil européen de Madrid des 15 et 16 décembre 1995 sur la fraude et la protection des intérêts financiers des Communautés et notamment l'invitation de celui-ci aux Etats membres et aux institutions d'adopter "les mesures nécessaires pour assurer un niveau de protection équivalent partout dans la Communauté et dans l'ensemble du budget communautaire et du FED"; - constate que le programme de la Commission s'inscrit dans le cadre de ces conclusions, ainsi que de celles du Conseil ECOFIN du 27 novembre 1995 et qu'il tient compte également de certaines remarques formulées par le Conseil en liaison avec le programme de travail 1995; - appuie les orientations générales des actions spécifiques envisagées par la Commission autour des quatre axes déjà identifiés lors de la présentation de la stratégie antifraude en 1994, en particulier: = en ce qui concerne le renforcement de la présence sur le terrain et du support de l'activité opérationnelle: l'amélioration des contrôles dans les pays tiers, notamment dans les PECO et les pays méditerranéens, une prévention accrue des irrégularités dans le domaine du transit, l'extension, dans le respect des compétences respectives des administrations nationales, du réseau SCENT en matière d'assistance mutuelle à d'autres secteurs que le domaine douanier; = pour ce qui est du renforcement du partenariat entre la Commission et les Etats membres: le développement des réseaux d'information, une meilleure exploitation des résultats de l'analyse du risque, la formation des fonctionnaires des Etats membres; l'examen, dans le cadre du programme d'amélioration de la gestion financière (SEM 2000), de la possibilité d'étendre le syst ...

FIGHT AGAINST FRAUD: COMMISSION WORK PROGRAMME FOR 1996 - CONCLUSIONS "THE COUNCIL - welcomes the programme for the fight against fraud submitted by the Commission for 1996; - recalls the Madrid European Council's conclusions of 15 and 16 December 1995 on fraud and the protection of the financial interests of the Communities and in particular the European Council's invitation to the Member States and Institutions to adopt "the necessary measures to ensure an equivalent level of protection throughout the Community and in the Community budget and the EDF as a whole"; - notes that the Commission programme comes within the context of these conclusions and of those of the ECOFIN Council of 27 November 1995 and that it also takes account of certain remarks made by the Council in connection with the 1995 work programme; - supports the general guidelines of the specific measures envisaged by the Commission under the four headings identified when the anti-fraud strategy was presented in 1994, i.e.: = as regards a stronger presence on the ground and firmer support for operational activities: improved inspections in third countries, in particular in the CCEEs and the Mediterranean countries, increased prevention of irregularities in the field of transit, extension, whilst observing the respective powers of national administrations, of the SCENT mutual assistance network to sectors other than the customs sector; = as regards strengthening the partnership between the Commission and the Member States: the development of information networks, better use of the results of risk analysis, the training of officials in the Member States; examination, as part of the programme for Sound and Efficient Financial Management (SEM 2000), of the possibility of extending the system of disallowing finance from agriculture to other areas, in accordance with the Madrid European Council's conclusions; = as regards ...
