Les membres du comité se sont félicités des conclusions et recommandations générales du rapport, qui portaient essentiellement sur les points suivants: a) le programme TEN-Telecom devrait établir des liens avec l'initiative eEurope et coordonner ses activités avec celles d'autres programmes tels qu'IST, INFO2000 et eContent; b) la dimension transeuropéenne des projets devrait être clarifiée et renforcée; c) il conviendrait de mettre davantage l'accent sur le processus d'élaboration des plans d'exploitation des projets; d) la nature innovante des services devrait être considérée comme une priorité; e) des activités axées sur la confiance dans la technologie et la confidentialité doivent être entreprises; f) la neutralité eu égard à la technologie doit être maintenue et renforcée; g) la négociation des contrats devrait être accélérée; h) les relations avec les interlocuteurs nationaux doivent s'intensifier.
The Committee welcomed the general findings and recommendations of the report raising, inter alia, the following main points: a) the TEN-Telecom programme should make connections to the e-Europe initiative and co-ordinate its activities with other programmes, such as IST, INFO2000 and e-Content; b) the trans-European dimension of the projects should be further clarified and reinforced; c) more emphasis should be given to the business planning process of the projects; d) the innovative nature of the services should be prioritised; e) activities focusing on trust in technology and confidentiality should be carried out; f) neutrality to technology should be maintained and emphasised; g) contract negotiations should be speeded up; h) relations with national contact points should be developed further.

2. Un "projet pilote" est un projet réalisé par un opérateur économique, un organisme scientifique ou technique ou tout autre organe compétent, qui vise à tester, dans des conditions proches des conditions réelles du secteur productif, la fiabilité technique et/ou la viabilité économique d'une technologie innovante, dans le but d'acquérir puis de diffuser des connaissances techniques et/ou économiques sur la technologie testée.
2". Pilot project" means a project carried out by an economic operator, a scientific or technical body or another competent body to test, in conditions approaching actual conditions in the industry, the technical reliability and/or financial viability of an innovative technology with a view to acquiring and disseminating technical and/or financial knowledge of the technology being tested.
