2. Stresses that point 47 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management should apply for the extension of the mandate for the European Banking Authority; emphasises that any decision of the legislative authority in favour of such an extension shall be without prejudice to the decisions of the budgetary authority in the context of the annual budgetary procedure;

7. rappelle que l'exécution des crédits de paiement autorisés par l'autorité budgétaire dans le budget est une obligation de la Commission, laquelle est invitée, compte tenu de la baisse significative du taux d'exécution du budget 2001, à prendre en temps opportun les mesures qui s'imposent et à adopter les réglementations requises pour remédier aux causes de cette récession en vue d'empêcher que le phénomène ne se reproduise en 2003; considère que cette absence d'exécution constitue non seulement un manque de respect des décisions de l'autorité budgétaire, mais qu'elle a également un impact négatif direct sur l'image que se font les citoyens de la capacité de l'Europe à répondre à leurs attentes; invite la Commission à mieux évaluer les crédits qu'elle est en mesure d'utiliser et à améliorer concrètement l'exécution des dépenses, en tenant dûment compte des choix de l'autorité budgétaire;
7. Reiterates that the implementation of payment appropriations allowed by the budgetary authority in the budget is an obligation of the Commission which, bearing in mind the significant decrease in the level of implementation of the 2001 budget, is called upon to take timely and necessary measures and to make the requisite arrangements to eradicate the causes of this deterioration in order to ensure that this phenomenon does not recur in 2003; considers that the non implementation is not only a disregard to budgetary authority decisions but has a direct negative impact on citizens appreciation of the capacity of the Europe to respond to their expectations; calls therefore on the Commission to carry out a better evaluation of its spending capacity and a concrete improvement in the implementation, with due regard for the budgetary authority's choices;
