Takes note of the Cooperation Agreement between the European Economic and Social Committee (EESC), the Committee, and Parliament, which was eventually signed on 5 February 2014 and has led to the transfer of a large number of Committee staff to the new European Parliamentary Research Service (EPRS); expects that the agreement will evolve in a balanced way, benefit all three institutions equally, and contribute positively to the further rationalisation of resources; calls on each of the institutions, at the end of the first year of the collaboration, to make an individual assessment of the impact that the agreement is having in terms of human resources, expenditure, synergies, added value, and substance;

Acknowledges that a minimum of 60 posts are expected to be transferred to the Parliament and that this transfer will be implemented in two phases, the first phase from 1 October 2014 and the second phase later in 2015; includes in the budget the adjustments related to the transfer of 42 posts (30 posts from the EESC and 12 from the CoR) corresponding to the implementation of the 1st phase, and places the half of appropriations corresponding to the transfer of the expected additional posts (a minimum 6 from the EESC and a minimum of 12 from the CoR) in the reserve, to be released once the final decision on the remaining transfer is taken; expects that the final transfer will be completed by July 2015;

Emphasises the core requirements as regards revision of the European Works Council Directive: an improved definition of ‘information’ and ‘consultation’ (written and detailed information, including on strategic questions provided in good time) and of ‘transnational’ matters, the lowering of thresholds for establishing EWCs, recognition of the role played by and the rights of trade unions, improved working conditions for EWCs; effective, proportionate and dissuasive penalties for companies flouting the provisions of the Directive, and the establishment of a right of EWCs to veto management plans for restructuring, mergers and take-overs or layoffs, postponing any final decisions until the EWC has been able to propose alternative solutions and these have been consulted in detail by the EWC and management;
