Mr. Speaker, after an unprecedented three terms, National Chief Phil Fontaine has decided not to run for re-election next month, thereby ending nine years at the helm of the Assembly of First Nations.

Il suffirait d'un amendement simple qui décrirait le nouveau mandat et qui, comme je l'ai proposé, désignerait l'ombudsman comme défenseur des droits de l'enfant pour une période de transition de deux ou trois ans puisque nous serions en mesure d'assumer très rapidement cette nouvelle responsabilité.

Dans cette perspective, Les Productions Rivard présente trois recommandations: Que le gouvernement assume son engagement dans la télévision publique et investisse de façon adéquate dans notre Société Radio-Canada pour qu'elle puisse réaliser son mandat. Que, dans le contexte des attentes du gouvernement envers la production régionale, une part raisonnable des fonds de la SRC soit octroyée à la production indépendante et soit investie dans la production hors Québec pour diffusion aux réseaux local, régional et/ou national.
As such, Les Productions Rivard would like to present three recommendations: That the government affirm its commitment to public television and invest adequately in the SRC so that it can carry out its mandate; That, given the government's expectations with regard to regional production, a reasonable portion of SRC funds be allocated to independent production activities and be invested in production outside Quebec for broadcasting on local, regional and/or national channels; That the public broadcaster be bound by its mandate to broadcast various programming genres news, documentaries, dramas, variety and youth programs with francophone content originating from francophone communities outside Quebec.

Sur ce point, il nous est apparu et il sera toujours clair que la division artificielle des mandats telle qu'elle prévaut actuellement - à savoir qu'une partie de ce mandat dépend de la Commission et que l'autre partie dépend du Haut Représentant de la PESC - est nuisible à terme et que le Conseil devrait à long terme réfléchir pour savoir si le vice-président de la Commission ne pourrait pas assumer seul la direction de cette matière en établissant des liens particuliers avec le Conseil, et ce afin de renforcer la cohérence dans ces trois domaines.
In the meantime, we have seen – and we still see time and again – that the present artificial separation of powers – some of which rest with the Commission and some with the High Representative – is damaging us in the long run and the Council should consider if it would be better in the long term for the vice-president of the Commission to have special relations with the Council and take over these matters, and for this to be used as a springboard for bringing greater transparency to these three areas.

Voici trois extraits de cette entente : « Attendu que le Conseil des Mohawks d'Akwesasne est le gouvernement communautaire des Mohawks d'Akwesasne mandaté pour repérer et dégager des domaines où Akwesasne peut exercer, par voie de négociation, une plus grande compétence et assumer un plus grand contrôle et un surcroît de responsabilités pour l'exécution de programmes et la prestation de services à la population d'Akwesasne; attendu que les parties reconnaissent que les Mohawks d'Akwesasne ont éprouvé de constantes difficultés directement attribuées à la présence de la frontière interprovinciale Ontario-Québec et de la frontière internationale Canada-États-Unis au sein du territoire mohawk d'Akwesasne; attendu que les parties présentes conviennent de travailler de concert dans le cadre du présent protocole politique afin d'appuyer le développement économique et social de la collectivité d'Akwesasne et de négocier des modalités facilitant l'exercice du gouvernement par le Conseil des Mohawks d'Akwesasne tel qu'il en a été convenu par les parties [.] ».
I will quote three passages from the agreement: " Whereas the Mohawk Council of Akwesasne is the community government for the Mohawks of Akwesasne that has been mandated to seek and identify areas where Akwesasne may exercise true negotiations, expanded jurisdiction and assume greater control and responsibility for the delivery of programs and services to the people of Akwesasne; whereas the parties agree that the Mohawk people of Akwesasne have experienced ongoing difficulties directly attributed to the location of the Ontario/Quebec interprovincial boundary and the Canada/United States international border within the Mohawk territory of Akwesasne; whereas the parties here agree to work together under this political protocol to support the social and economic development of the community of Akwesasne and to negotiate arrangements to facilitate the exercise of jurisdiction by the Mohawk Council of Akwesasne as agreed to by the parties . " .
