Having regard to Council Common Position 2002/402/CFSP of 27 May 2002 concerning restrictive measures against Usama bin Laden, members of the Al-Qaida organisation and the Taliban and other individuals, groups, undertakings and entities associated with them and repealing Common Positions 96/746/CFSP, 1999/727/CFSP, 2001/154/CFSP and 2001/771/CFSP(1),

salue le rôle de l'Indonésie dans la mise en œuvre du processus du forum de Bali pour les droits de l'homme à l'échelon régional; fait néanmoins part de son inquiétude devant l'incohérence de la loi 8/1985 et de la nouvelle loi sur les organisations de masse (loi 17/2013, qui abroge l'ancienne loi 8/1985 sur les associations) et sur les organisations civiles (loi Ormas) qui, bien qu'elle affirme avoir pour but de garantir la tolérance et de prévenir la violence à l'encontre des associations civiles, risque, si elle n'est pas révisée en fonction des normes internationales en matière de droits de l'homme, d'imposer des restrictions administratives, juridiques et financières inutiles et parfois onéreuses aux activités des organisations non gouvernementales, et par là même de nuire sérieusement à la capacité de la société civile à agir en Indonésie et de limiter la liberté d'association, la liberté d'expression, la liberté de réunion et la liberté de pensée, de conscience et de religion; estime, à cet égard, que le dialogue annuel sur les droits de l'homme entre l'Union et l'Indonésie constitue le lieu approprié pour évoquer ces préoccupations;
Commends Indonesia for the role played by it in steering the process of the Bali Forum for Human Rights at regional level; is concerned, however, by the inconsistency of Law 8/1985 and the new Law on Mass Organisations 17/2013 (repealing the former Law on Associations 8/1985) on civil organisations (the ‘Ormas Bill’), which, despite the stated purpose of ensuring tolerance and preventing violence against society groups, if not revised to conform with international human rights standards, risks imposing unnecessary and sometimes onerous administrative, legal and financial restrictions on the activities of non-governmental organisations, thereby significantly undermining the capacities of civil society to work in Indonesia and restricting freedom of association, freedom of expression, freedom of assembly and freedom of thought, conscience and religion; believes in this regard that the annual EU-Indonesia Human Rights dialogue is the appropriate platform to address such concerns;

36. demande au gouvernement turc de lever toutes les barrières qui empêchent les syndicats de salariés de s'organiser eux-mêmes, de promouvoir la liberté d'association en abrogeant l'obligation d'une autorisation préalable du gouvernement pour la fondation d'organisations nouvelles et d'aplanir la voie menant au développement de la dimension d'un dialogue social véritable, à la hauteur d'un des piliers du modèle économique et social;

Calls on the Turkish Government to remove all barriers for trade unions to organise themselves and to promote freedom of association by repealing the clause requiring preliminary authorisation from the Government for the creation of new organisations and to smooth the path towards the development of a real social dialogue dimension as one of the pillars of the economic and social model;
