4. se félicite de l'engagement écrit en faveur de l'intégration européenne adopté par la présidence de la Bosnie-Herzégovine, signé par les dirigeants de tous les partis politiques et approuvé par le parlement national le 23 février 2015, sur des mesures visant à mettre en place des institutions fonctionnelles et efficaces, à lancer des réformes à tous les niveaux de gouvernance, à accélérer le processus de réconciliation et à renforcer la capacité administrative; reconnaît que l'engagement a ouvert la voie à l'accord obtenu au Conseil le 16 mars 2015 afin d'engager la procédure en vue de la conclusion et de l'entrée en vigueur de l'accord de stabilisation et d'association; se réjouit de l'entrée en vigueur de l'accord de stabilisation et d'association, prévue le 1 juin 2015, qui permettra à la Bosnie-Herzégovine et à l'Union européenne de collaborer plus étroitement et d'approfondir leurs relations; invite l'ensemble des dirigeants politiques à collaborer pleinement à la mise en œuvre approfondie et efficace de l'engagement, notamment en ce qui concerne le renforcement de l'état de droit et la lutte contre la corruption et la criminalité organisée; rappelle que l'engagement politique et l'appropriation véritable du processus de réforme sont essentiels; invite les nouveaux dirigeants de Bosnie-Herzégovine à s'accorder avec l'Union sur une feuille de route bien définie en vue d'établir un calendrier de réforme large et ouvert qui permettra au pays d'avancer sur la voie de l'intégration européenne; appelle à la transparence dans le processus de planification et de mise en œuvre des réformes et demande instamment que la société civile soit incluse dans le processus de réforme;

Welcomes the Written Commitment to EU Integration, adopted by the BiH Presidency, signed by the leaders of all political parties and endorsed by the BiH Parliament on 23 February 2015, on measures to establish institutional functionality and efficiency, to launch reforms at all governance levels, to accelerate the process of reconciliation and to strengthen administrative capacity; acknowledges that the Commitment paved the way for the agreement in the Council on 16 March 2015 to proceed with the conclusion and entry into force of the Stabilisation and Association Agreement (SAA); welcomes the entry into force of the SAA, scheduled for 1 June 2015, which will allow BiH and the EU to work together more closely and to deepen their relationship; calls for the full collaboration of all political leaders in the thorough and efficient implementation of the Commitment, especially in strengthening the rule of law and the fight against corruption and organised crime; recalls that political commitment and genuine ownership of the reform process is key; invites the new leaders of BiH to agree with the EU on a concrete roadmap for a broad and inclusive reform agenda to advance the country on its path towards the EU; calls for transparency in the process of planning and implementing reforms and urges that civil society be included in the reform process;

The new Convention on pan-Euro-Mediterranean preferential rules of origin brings together all the various rules of origin of goods traded under the relevant trade agreements concluded between the following parties: the European Union, the participants in the Barcelona Process (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the Palestinian Authority), the EFTA States (Iceland, Norway, Switzerland and Liechtenstein), the Faroe Islands and the participants in the Stabilisation and Association Process (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as Kosovo under UNSC Resolution 1244/99), thus facilitating the use of Pan-Euromed cumulation of origin by adopting one single and simplified instrument.

39. se félicite vivement des engagements pris par la Bosnie-Herzégovine et la Serbie pour renforcer leurs relations bilatérales, notamment par la signature d'accords d'extradition et de réadmission ainsi que d'un protocole sur la coopération dans la poursuite des auteurs de crimes de guerre, de crimes contre l'humanité et de génocide; se félicite des accords frontaliers bilatéraux passés avec la Croatie; invite la Bosnie-Herzégovine à poursuivre sa coopération avec la Commission en ce qui concerne l'adaptation de l'accord intérimaire et de l'accord de stabilisation et d'association, notamment dans le domaine des échanges transfrontaliers, afin d'assurer le maintien des flux commerciaux traditionnels entre les États membres de l'Union et leurs partenaires de l'accord de libre-échange centre-européen; demande instamment à la Bosnie-Herzégovine d'accepter les documents de voyage des citoyens du Kosovo, afin que ces derniers puissent entrer dans le pays;
39. Strongly welcomes the commitments by BiH and Serbia to improve bilateral relations, including the signing of the extradition and readmission agreements as well as of a protocol on cooperation in the prosecution of perpetrators of war crimes, crimes against humanity and genocide; welcomes the bilateral border agreements with Croatia; calls on BiH to continue to cooperate with the Commission regarding the adaptation of the Interim Agreement / Stabilisation and Association Agreement, especially in terms of cross-border trade in order to ensure that traditional trade flows between EU Member States and Central European Free Trade Agreement partners will continue; urges BiH to accept the travel documents of Kosovan citizens to enable them to enter the country;

Following Croatia’s accession, the Commission finds it unacceptable that Bosnia and Herzegovina has to date refused to adapt the Interim Agreement/Stabilisation and Association Agreement to take into account its traditional trade with Croatia.
