26. invite le Conseil à s'atteler, dans le courant de cette exercice, à la mise en place du fonds de lancement (prévu à l'article 41, paragraphe 3, du traité UE) pour le financement d'urgence des premières phases des opérations militaires, lequel pourrait aussi constituer un outil important de développement des capacités; invite également le Conseil à présenter une proposition sur la manière dont la consultation du Parlement peut se faire rapidement en situation de crise; relève qu'alors que les missions civiles disposent d'un budget spécial pour les activités préparatoires, le déploiement et l'efficacité des opérations militaires resteront structurellement limités tant que ces dernières ne bénéficieront pas de la même possibilité; incite vivement les États membres à participer à la coopération structurée permanente prévue à l'article 46 du traité UE, ce qui permettrait par ailleurs d'améliorer rapidement la capacité de réaction rapide de l'Union, qui en a grand besoin; déplore à cet égard le manque de substance du cadre d'action du Conseil pour une coopération systématique et s'inscrivant dans le long terme dans le domaine de la défense, adopté le 18 novembre 2014, étant donné que ce document se contente de décrire les pratiques actuelles; demande dès lors à la Commission de présenter la proposition nécessaire pour clarifier de quelle manière le budget de l'Union peut faciliter l'établissement de la coopération structurée permanente (CSP) et le travail de la coopération militaire en temps de paix dans le cadre de la CSP;
26. Calls on the Council to initiate, during the current budget year, the setting-up of the start-up fund (foreseen by Article 41(3) TEU) for the urgent financing of the initial phases of military operations, which could also serve as a strong tool for capacity development; also calls on the Council to put forward a proposal on how in a crisis situation the consultation of Parliament can be carried out quickly; notes that, while civilian missions benefit from a dedicated budget for preparatory measures, the deployment and efficiency of military missions will remain structurally hindered as long as this possibility is not used; strongly encourages Member States to engage in the permanent structured cooperation provided for by Article 46 TEU, through which the urgently needed improvement in the EU’s rapid reaction capability would also be achieved considerably more quickly; regrets in this regard the lack of substance in the Council’s Policy Framework for Systematic and Long-Term Defence Cooperation adopted on 18 November 2014, as this paper does no more than describe current practices; calls, therefore, on the Commission to put forward the necessary proposal to clarify how the EU budget can facilitate the establishment of the permanent structured cooperation (PESCO) and the work of military peacetime cooperation within the PESCO framework;
