Calls for the procedure concerning the coordination of economic policies (Article 99) to be changed so that the Broad Economic Policy Guidelines are adopted on a proposal from the Commission and a common position has to be reached on the European Parliament’s amendments, and so as to abolish the current cooperation procedure for the adoption of detailed rules relating to the multilateral surveillance of economic policies and apply the codecision procedure.

Reiterates its call for an amendment to Article 99(2) so that the broad guidelines of economic policy are discussed and decided on a proposal from the Commission and not on a recommendation from the Commission; stresses once more, however, that the democratic deficit in European economic policy must be overcome through the conclusion of an interinstitutional agreement between the Council, the Commission and Parliament;

Reminds the Commission and the Council that in the employment-framework established by the European Council in Essen special attention should be given to young persons, the long-term unemployed, to women and to older workers; insists that Member States take more measures to counter the present trend that is negatively affecting these groups and deplores the absence of concrete proposals by the European Commission to that effect;
