Il a été décidé de créer une architecture technique provisoire pour permettre le fonctionnement en parallèle, pendant une période transitoire limitée, du SIS I+ et de certaines composantes techniques de l'architecture du SIS II. Dans le même temps, des efforts visant à clarifier les conditions, les procédures, les responsabilités, le financement du processus de migration et le cadre juridique applicable pendant la migration ont été entrepris.
