Without calling into question the Commission's responsibility for implementing the budget as laid down by the EC Treaty, Regulation (EC) No 1260/1999 defines for the Structural Funds various arrangements for implementing the budget based on a decentralised structure resting on partnership and cooperation between the Commission and the Member State.

The Commission has sought to increase the coherence, the transparency and the security of the overall structure of the systems for implementing and checking the Funds - coherence because the minimum requirements on the control and audit system must be clearly defined at all levels of the process, along with the tasks and obligations of the various parties, and transparency because all those involved in the checks need to know the results achieved by the other parties if the effectiveness, efficiency and economy of the process is to be increased.

Calls on the Commission to strengthen the ESF’s role in the context of the future architecture of the Structural Funds in order to allow for the better execution of integrated measures; considers that the ESF should be brought under a regulation and a basic strategic framework laying down general provisions on cohesion funding, while maintaining its own rules, and operational and financing arrangements; notes that previous experience has shown that the ESF and ERDF in combination, with the utilisation of up to 10% of ESF funding, have produced successful and sustainable results and that these flexible arrangements must continue to apply; urges the Commission to seek, if needed, increased funding for the Structural Funds, in particular for ESF operational programmes in future to promote employability, with a definition of clear and simple rules that allow more coordinated use of the resources;

17. est d'avis qu'il faut renforcer le rôle du FSE dans l'amélioration de l'employabilité et de la capacité d'adaptation des travailleurs; invite la Commission à examiner toutes les options possibles pour une politique d'intensification de l'apport du FSE dans le contexte de la future architecture des Fonds structurels, afin d'améliorer le modèle social de l'Union; estime qu'il y a des avantages considérables à maintenir le FSE sous le régime du règlement de base portant dispositions générales sur les Fonds mais avec ses propres règles;
17. Is of the opinion that the role of the ESF in improving workers' employability and adaptability must be strengthened; calls on the Commission to consider all possible policy options for boosting the contribution of the ESF in the context of the future architecture of the structural funds, in order to enhance the social model of the European Union; believes that there are considerable advantages in maintaining the ESF under the basic regulation on general provisions on the funds, but with its own rules;

17. est d'avis qu'il faut renforcer le rôle du FSE dans l'amélioration de l'employabilité et de la capacité d'adaptation des travailleurs; invite la Commission à examiner toutes les options possibles pour une politique d'intensification de l'apport du FSE dans le contexte de la future architecture des Fonds structurels; est persuadé des nombreux avantages du maintien du FSE sous le règlement de base portant dispositions générales sur les Fonds, mais avec des règles et un budget propres;
