A. considérant que l'arrestation, le 19 février 2015, du maire de Caracas, Antonio Ledezma, dont les pouvoirs avaient été considérablement réduits par le gouvernement, pour des motifs arbitraires de conspiration visant à renverser le gouvernement, marque une nette escalade dans la campagne de répression du régime à l'approche des élections législatives prévues au second semestre 2015;
A. whereas the arrest on 19 February 2015 of the mayor of Caracas, Antonio Ledezma, whose powers had been much reduced by the government, on arbitrary charges of conspiring to overthrow the government, marks a clear escalation in the regime’s campaign of repression in the run-up to legislative elections due in the second semester of 2015;

A. considérant que, le 19 février 2015, Antonio Ledezma, élu démocratiquement à deux reprises maire du District métropolitain de Caracas et ancien chef de l'opposition, a été arrêté arbitrairement par des officiers du service de renseignement bolivarien (Sebin), qui n'ont pas présenté de mandat d'arrêt ni aucun élément de preuve indiquant la culpabilité de M. Ledezma dans une infraction; considérant qu'à la suite de sa détention, Antonio Ledezma a été accusé de conspiration et d'association de malfaiteurs et emprisonné à la prison militaire de Ramo Verde;
A. whereas on 19 February 2015 Antonio Ledezma, twice democratically elected Mayor of the Metropolitan District of Caracas and veteran opposition leader, was arbitrarily detained by officers of the Bolivarian Intelligence Service (Sebin), who failed to produce an arrest warrant or any evidence of his having committed an offence; whereas following his detention, Antonio Ledezma was charged with conspiracy and association to commit crimes and imprisoned at the Ramo Verde military prison;

I. considérant que depuis plus d'un an, depuis le 18 février 2014, le chef de file de l'opposition, Leopoldo López, est détenu de façon arbitraire, accusé de conspiration, d'incitation à des manifestations violentes, d'incendie criminel et de dégradation de biens; que depuis sa détention, il a subi des tortures physiques et psychologiques et a été soumis à un régime d'isolement, renforcé au cours de ces derniers mois; que sont également détenus et mis à l'isolement les maires de l'opposition, Daniel Ceballos et Vicencio Scarano, pour n'avoir pas mis fin aux manifestations et à la rébellion civile dans leurs municipalités, et condamnés à plusieurs années de prison; que les députés Juan Carlos Caldera, Ismael García et Richard Mardo sont visés par des enquêtes et des procès visant à les suspendre et à les déchoir de leur mandat;
I. whereas Leopoldo López remains in prison after more than a year, having been arbitrarily detained on 18 February 2014 on charges of conspiracy, instigating violent demonstrations, arson and damage to property; whereas, since his detention, he has suffered physical and psychological torture and has undergone increasing periods of solitary confinement in recent months; whereas opposition mayors Daniel Ceballos and Vicencio Scarano have also been arrested and held in solitary confinement for failing to end protests and civil rebellion in their cities and have been sentenced to several years in prison; whereas congressmen Juan Carlos Caldera, Ismael García and Richard Mardo are facing investigations and trial proceedings aimed at their suspension and disqualification from Congress;

A. considérant que, le 19 février 2015, Antonio Ledezma, élu démocratiquement à deux reprises maire du district métropolitain de Caracas et l'une des figures de l'opposition, a été arrêté arbitrairement par des officiers du service de renseignement bolivarien (Sebin) fortement armés, qui n'ont pas présenté de mandat d'arrêt ni aucun élément de preuve indiquant la culpabilité de M. Ledezma dans une infraction; qu'à la suite de sa détention, Antonio Ledezma a été accusé de conspiration et d'association de malfaiteurs – des délits passibles de lourdes peines d'emprisonnement au Venezuela – et incarcéré à la prison militaire de Ramo Verde;
A. whereas on 19 February 2015 Antonio Ledezma, twice democratically elected Mayor of the Metropolitan District of Caracas and one of the opposition leaders, was arbitrarily detained by heavily armed officers of the Bolivarian Intelligence Service (Sebin), who failed to produce an arrest warrant or any evidence of his having committed an offence; whereas following his detention Antonio Ledezma was charged with conspiracy and association to commit crimes – offences punishable by severe prison sentences in Venezuela – and imprisoned at the Ramo Verde military prison;
