(4) Pour améliorer le fonctionnement du marché intérieur et en particulier prévenir les distorsions entre les États membres participants, ainsi que pour réduire la possibilité de se livrer à la fraude fiscale et à la planification fiscale agressive, de même que le risque de déplacement des risques et d'arbitrage réglementaire, la TTF devrait s'appliquer à une large gamme d'établissements et instruments financiers, dont les produits structurés, qu'il s'agisse d'instruments négociés sur les marchés organisés ou de gré à gré, ainsi qu'à la conclusion de tout contrat dérivé, y compris les contrats de différence (CFD), les marchés des changes au comptant et les opérations spéculatives à terme, et aux modifications substantielles des opérations concernées.
(4) The improvement of the operation of the internal market, in particular the avoidance of distortions between the participating Member States, the reduction of the possibility for tax fraud, tax evasion and aggressive tax planning, the risk of relocation of risk and regulatory arbitrage, requires that FTT should apply to a broadly determined range of financial institutions and transactions, to trade in a wide range of financial instruments, including structured products, both in the organised markets and " over-the-counter" , as well as to the conclusion of all derivative contracts, including contracts for difference, currency spot exchange markets and speculative forward transactions, and to material modifications of the operations concerned.

− (EN) Le groupe Verts/ALE a voté en faveur de la résolution sur le G20 entre autres pour les raisons suivantes: - en faisant allusion à la nécessité de développer de nouveaux indicateurs allant au-delà du PIB, le Parlement européen indique clairement que la «relance économique» ne doit pas être basée sur le «comme d’habitude»; cette approche est conforme à notre demande de mettre en place un «New Deal vert»; - la résolution insiste sur la nécessité de lutter contre les déséquilibres au niveau mondial, notamment les déséquilibres entre les taux de change et l’instabilité des prix des produits de base dans un cadre multilatéral; - la résolution envoie un signal positif en faveur de l’instauration d’une taxe sur les transactions financières, ce qui n’avait jamais été le cas jusqu’à présent; - en ce qui concerne la crise financière, le Parlement européen s’exprime clairement en faveur d’une coordination internationale destinée à éviter l’arbitrage réglementaire.
− The Verts/ALE Group voted in favour of the resolution on the G20 for several reasons, among which: – by referring to the need to develop new indicators which go beyond GDP, the EP gives a clear signal that ‘economic recovery’ must not be based on a ‘business as usual approach’, which is in line with our request to develop a ‘Green New Deal’; – the resolution insists on the need to tackle global imbalances, especially exchange rate imbalances and commodity price volatility within a multilateral framework; – the resolution sends a good signal towards the setting-up of a tax on financial transactions, which was never the case until now; – as regards the financial crisis, the EP makes a strong statement on international coordination that should aim to avoid regulatory arbitrage.

Quand un vendeur se présente, le courtier accepte d'être contrepartie bien qu'il n'ait pas de véritable acheteur disponible et revend sa position à un autre intermédiaire (au même prix: en l'absence d'une taxe il s'agit d'une opération blanche) qui fera la même chose jusqu'à ce que soit trouvée une contrepartie à l'extérieur du système bancaire".
