Dans le cas où un député trouble la séance d'une manière exceptionnellement grave ou perturbe les travaux du Parlement en violation des principes définis à l'article 9 , le Président, après avoir entendu le député concerné, arrête une décision motivée prononçant la sanction appropriée, qu'il notifie à l'intéressé et aux présidents des organes, commissions et délégations auxquels il appartient, avant de les porter à la connaissance de la séance plénière.
