Conformément à la déclaration commune du Parlement européen et du Conseil adoptée parallèlement à la décision no 778/2013/UE du Parlement européen et du Conseil (3), l'assistance macrofinancière de l'Union devrait être un instrument financier de nature exceptionnelle destiné à apporter un soutien à la balance des paiements non lié et sans affectation particulière, ayant pour but de rétablir la soutenabilité des finances extérieures du bénéficiaire, et devrait appuyer la mise en œuvre d'un programme d'action comportant des mesures fortes d'ajustement et de réforme structurelle destinées à améliorer la balance des paiements, en particulier durant la période de programmation, et à renforcer l'application des accords et des programmes conclus en la matière avec l'Union.
In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council (3), Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.

Afin d’assurer, dans l’ensemble de l’Union, des réponses harmonisées aux préoccupations concernant la sécurité des médicaments à usage humain, le comité des médicaments à usage humain et le groupe de coordination créé par la directive 2001/83/CE du Parlement européen et du Conseil du 6 novembre 2001 instituant un code communautaire relatif aux médicaments à usage humain (6) devraient s’appuyer sur les recommandations du comité pour l’évaluation des risques en matière de pharmacovigilance pour toute question relative à la pharmacovigilance des médicaments à usage humain.
In order to ensure harmonised responses across the Union to safety concerns regarding medicinal products for human use, the Committee for Medicinal Products for Human Use and the coordination group established by Directive 2001/83/EC of the European Parliament and of the Council of 6 November 2001 on the Community code relating to medicinal products for human use (6) should rely on the recommendations of the Pharmacovigilance Risk Assessment Committee with regard to any question relating to the pharmacovigilance of medicinal products for human use.

In April 2005 the Commission issued the “MDG package” , providing the basis for the ambitious commitments made by the European Council in June 2005.[ix] Building on this package, in July 2005 the Commission proposed to the Council and the Parliament to go even further and adopt a Joint Declaration on the EU’s new Development Policy, the “European Consensus” .[x] Once adopted, the “European Consensus” will provide, for the first time ever, a common framework of objectives, values and principles that the Union – all 25 Member States, the Commission and the European Parliament – supports and promotes as a global player and global partner.
