Calls for a strengthened European approach to financing innovation and to prevent the current fragmentation and short-termism; considers that the provision of adequate financial resources is vital to the development of innovation and that the EU budget for innovation should therefore be substantially increased; calls for this to be reflected in the upcoming revision of the current financial framework and in the planning process in connection with the 2014-2020 Financial Perspective; points out in that regard that the rules for eligibility for RD funding regarding preindustrial and/or experimental RD should be reviewed at the same time; calls on the Member States to increase their RD funding in order to achieve the goal set in Barcelona in 2002 of spending 3% of GDP on RD by 2010; emphasises the importance of research and innovation funding in times of economic crisis, as this will enhance job creation in the long run; stresses the need to earmark an increased proportion of R D programmes for innovation;

Building a European Energy Union – Taking action to ensure energy supply security, integration of national energy markets, reducing energy demand in Europe, and promoting green technology. Le Conseil 1. réaffirme l'enjeu d'un renforcement de la coordination entre la Communauté et les Etats membres dans le domaine de la coopération au développement, telle qu'elle est évoquée dans l'article 130 X du Traité sur l'Union européenne et en vertu du principe de complémentarité des politiques énoncé dans l'article 130 U ; 2. prend note avec intérêt des premiers résultats obtenus dans le renforcement de la coordination dans les six pays pilotes, en particulier des progrès réalisés dans plusieurs pays au niveau des échanges d'informations réciproques entre les représentants des Etats membres et de la Communauté ainsi que de la plus grande transparence qui en résulte au niveau des activités sectorielles et régionales de la Commission et des Etats membres ; 3. note cependant la diversité des situations d'un pays à l'autre quant au fonctionnement de la coordination et constate que le processus est entravé par un certain nombre de difficultés concernant, entre autres, les contraintes de personnel, les liens avec d'autres forums de coordination ainsi que l'implication des pays bénéficiaires ; 4. compte tenu de la diversité des situations économiques et sociales d'un pays à l'autre, souligne également l'intérêt d'analyses cohérentes et d'échanges d'informations entre les Etats membres et la Commission ; 5. souligne l'importance de la coordination communautaire et en rappelle les principaux objectifs qui sont de renforcer la capacité du pays bénéficiaire d'assumer la responsabilité et l'autonomie de ses propres stratégies et programmes de développement ; de diminuer la charge administrative pour les pays bénéficiaires dans le but de favoriser le renforcement de leurs capacités ; d'accroître l'efficacité de la coopération au développement de la Communauté et de ses Etats membres ainsi que de l'ensemble des bailleurs de fonds ; d'assurer la cohérence des actions de coopération de la Communauté et des Etats membres avec les orientations de politiques communes adopt ...
The Council: 1. reaffirms the importance of reinforcing coordination in development cooperation between the Community and the Member States as stated in Article 130x of the Treaty on European Union and in accordance with the principle of complementarity of policies set out in Article 130u; 2. notes with interest the initial results of reinforced coordination in the six pilot countries, in particular the progress made in several countries in reciprocal exchange of information between the representatives of the Member States and the Community and the consequent greater transparency of sectoral and regional activities of the Commission and Member States; 3. notes, however, the disparity between one country and another in the functioning of coordination and observes that the process is hindered by a number of problems relating, inter alia, to lack of staff, links with other coordination bodies and the involvement of beneficiary countries; 4. also emphasizes, in view of the differing economic and social situations in the various countries, the advantages of coherent analysis and exchange of information between the Member States and the Commission; 5. stresses the importance of Community coordination and reiterates the main objectives, which are: to strengthen the capacity of the recipient country to assume responsibility for and ownership of its own development strategies and programmes; to reduce the administrative burden on beneficiary countries with the aim of encouraging strengthened capacity; to increase the effectiveness of development cooperation by the Community and its Member States and providers of funds as a whole; to ensure consistency of the cooperation activities of the Community and its Member States with the common political guidelines adopted by the Council and to ensure complementarity of the various measures within the framework of a single strategy developed by the beneficiary country itself; to optimize the European Union's presence in develo ...
