32. invite le Conseil à signer les accords d'association et des accords de libre-échange approfondi et complet entre l'Union et ses États membres et, respectivement, la Moldavie et la Géorgie; fait savoir qu'il approuve la proposition de décision du Conseil concernant l'application provisoire des accords d'association UE-Moldavie et UE-Géorgie immédiatement après leur signature; prie instamment le secrétariat général du Conseil de l'Union européenne de raccourcir les procédures de notification qui font suite à la signature des accords d'association, afin que leur application provisoire puisse prendre effet dès que possible après leur signature; annonce son intention, au cas où toutes les conditions seraient remplies et où les accords d'association auraient donc été signés, de procéder à la ratification intégrale des accords d'association UE-Moldavie et UE-Géorgie dès que possible et avant l'expiration du mandat de la Commission actuelle; demande que soit accordée à ces pays l'aide financière supplémentaire demandée; demande en outre un dialogue franc et ouvert avec la Fédération de Russie afin de mettre tout en œuvre pour développer des synergies profitables aux pays du partenariat oriental;

Calls on the Council to sign the AAs/DCFTAs between the EU and its Member States and Moldova and Georgia, respectively; expresses its approval of the proposal for a Council decision on the provisional application of the EU–Moldova and EU–Georgia AAs immediately upon signature; urges the General Secretariat of the Council of the European Union to reduce the notification procedures following the signing of the AAs, so that provisional application can take effect as soon as possible after signing; states its intention, in the event of all requirements being met and the AAs subsequently being signed, to proceed with full ratification of the EU–Moldova and EU–Georgia AAs as soon as possible and before the end of the Commission’s current term; calls for the allocation to those countries of the additional financial assistance required; calls, furthermore, for a frank and open dialogue with the Russian Federation in order to make every effort to develop synergies aimed at benefiting EaP countries;

Cet accord devrait profiter aux citoyens et aux entreprises, grandes et petites, à travers l’Union, dès le premier jour de son application. Pour qu’il puisse être rapidement signé et appliqué à titre provisoire, et que les avantages escomptés puissent être obtenus sans retard inutile, la Commission a décidé de proposer l’AECG comme un accord «mixte».
The deal is set to benefit people and businesses – big and small – across Europe as of the first day of its implementation. To allow for a swift signature and provisional application, so that the expected benefits are reaped without unnecessary delay, the Commission has decided to propose CETA as 'mixed' agreement.

In accordance with the Commission's Enlargement Strategy Paper of last November and the Progress Report on Competition Negotiations of last January, the Commission is constantly underlining the necessity for a sound State aid and anti-trust enforcement record in the Candidate Countries before this negotiation chapter can be provisionally closed.

2. Si, au terme d'un délai de six mois, la situation évoquée au paragraphe 1 persiste, le comité, statuant conformément à l'article 18 paragraphe 2, peut autoriser l'État membre affecté par ce changement à suspendre provisoirement l'application des dispositions de la présente convention sans que cette suspension puisse entraver la réalisation des objectifs mentionnés à l'article 8 A du traité instituant la Communauté économique européenne ou contrevenir à d'autres obligations internationales des États membres.

If, after six months, the situation mentioned in paragraph 1 still obtains, the Committee, acting in accordance with Article 18 (2), may authorize the Member State affected by that change to suspend temporarily the application of the provisions of this Convention, without such suspension being allowed to impede the achievement of the objectives mentioned in Article 8a of the Treaty establishing the European Economic Community or contravene other international obligations of the Member States.
