Le titre IV du traité n'est pas applicable au Royaume-Uni et à l'Irlande, à moins que ces deux pays n'en décident autrement, selon les modalités indiquées dans le protocole sur la position du Royaume-Uni et de l'Irlande annexé aux traités.
Title IV of the Treaty is not applicable to the United Kingdom and Ireland, unless those two countries decide otherwise, in accordance with the provisions set out in the Protocol on the position of the United Kingdom and Ireland attached to the Treaties.

2. Les paragraphes 3 à 8 et 10 sont applicables au Royaume-Uni compte tenu de la notification faite au Conseil par son gouvernement le 16 octobre 1996 et le 30 octobre 1997.
2. In view of the notice given to the Council by the United Kingdom government on 16 October 1996 and 30 October 1997, paragraphs 3 to 8 and 10 shall apply to the United Kingdom.

The 2001 loan is repayable between 2021 and 2025 and carries an average interest rate significantly below the reference rate applicable to the UK at the time the UK informed the Commission that the loan was granted, which was 7,06 %.

5. L'article 75 de la convention de 1990 appliquant l'accord de Schengen du 14 juin 1985 et la décision SCH/Com-ex (94) 28 rev du comité exécutif (certificat prévu à l'article 75 pour le transport de stupéfiants et/ou de substances psychotropes) sont directement applicables au Royaume-Uni.
5. The provisions of Article 75 of the 1990 Convention implementing the Schengen Agreement of 14 June 1985 and of Executive Committee Decision SCH/Com-ex (94) 28 rev (certificate provided for in Article 75 for transportation of drugs and/or psychotropic substances) shall be directly applicable in the United Kingdom.

The Protocol states that certain articles of the Treaty do not apply to the United Kingdom:

(5) considérant que, conformément au paragraphe 1 du protocole n° 11 annexé au traité, le Royaume-Uni a notifié au Conseil qu'il n'avait pas l'intention de passer à la troisième phase de l'UEM le 1er janvier 1999; que, en vertu de cette notification, les paragraphes 4 à 9 du protocole n° 11 définissent les dispositions applicables au Royaume-Uni si, et aussi longtemps que, ce dernier n'a pas effectué le passage à la troisième phase;
