18. remarque que 2011 était la deuxième année pleine d’application du nouveau statut des députés et du statut des assistants (entrés en vigueur, tous les deux, le 14 juillet 2009); constate que les mesures d’application du statut des assistants ont été modifiées à quatre reprises durant ces deux années, pour la mise en œuvre du titre VII du régime applicable aux autres agents des Communautés européennes et de ses mesures d’application, sur la base de propositions du groupe temporaire d’évaluation et du secrétaire général; rappelle que l’application du titre VII du régime applicable aux autres agents des Communautés européennes a produit un système unique régissant le statut des assistants parlementaires accrédités, qui œuvrent sur les trois lieux de travail du Parlement européen, en se substituant à vingt-sept systèmes nationaux de relations contractuelles, de fiscalité et de sécurité sociale, et qu’il n’y a désormais plus aucun signe qui laisserait croire qu’il fallût adapter les règles s’appliquant aux assistants parlementaires dans ledit titre VII; suggère que soit procédé à une évaluation complète du statut des assistants, y compris des ajustements éventuels du règlement, avant les prochaines élections européennes;
18. Points out that 2011 was the second full year in which the new Statute for Members and the Statute for Assistants has been in force (both effective as of 14 July 2009); notes that the Implementing Measures for the Statute for Assistants have been amended four times in those two years for the application of Title VII of the Conditions of Employment of Other Servants of the European Communities (CEOS) and the Implementing Measures on the basis of proposals from the Temporary Evaluation Group and the Secretary-General; recalls that the implementation of Title VII of the CEOS created a single scheme governing the status of accredited parliamentary assistants (APAs) working in Parliament's three working places, which replaced twenty-seven different national systems of contractual relationships, taxation and social security and that currently there is no evidence that would suggest a need to adapt the rules applying to parliamentary assistants contained in Title VII of the CEOS; suggest a full evaluation of the Statute of Assistants including possible adaptations of the rules before the next European elections;

La stratégie-cadre pour la non-discrimination et l’égalité des chances pour tous, qui accompagne le projet de décision relative à l’Année européenne, vise à garantir la pleine application de la législation antidiscriminatoire européenne .
The framework strategy on non-discrimination and equal opportunities for all, which accompanies the draft Decision to set up the European Year, aims to ensure that EC anti-discrimination legislation is fully implemented and enforced.

L’Europe doit agir pour que l’égalité devienne une réalité. L’Année européenne de l'égalité des chances pour tous et la stratégie-cadre donneront une nouvelle impulsion aux actions visant à assurer la pleine application de la législation antidiscriminatoire européenne, qui s’est heurtée à un nombre excessif d'obstacles et a connu trop d’atermoiements.
The European Year of Equal Opportunities for All and the framework strategy will provide a new drive towards ensuring the full application of EU anti-discrimination legislation, which has encountered too many obstacles and delays.
