2. 2. The points directly related to the financial framework are included in the MFF Regulation , i.e. all aspects related to the annual adjustments of the financial framework, revision of the financial framework, adjusting the financial framework to cater for enlargement, duration of the framework and consequences of the absence of a framework, annex I giving the ceilings by heading for each year of the framework.

A. considérant que si un accord sur le règlement fixant le cadre financier pluriannuel n'est pas conclu d'ici la fin de cette année, l'article 312, paragraphe 4, du traité sur le fonctionnement de l'Union européenne prévoit l'application des plafonds de la dernière année du cadre financier pluriannuel actuel, et l'article 30 de l'accord interinstitutionnel sur la discipline budgétaire et la bonne gestion financière, la prolongation des plafonds de 2013, moyennant un ajustement sur la base d'un déflateur fixe de 2 % par an, et ce jusqu'à l'adoption d'un nouveau cadre financier pluriannuel;
A. whereas if an agreement on the regulation laying down the Multiannual Financial Framework (MFF) is not reached by the end of this year, Article 312(4) of the Treaty on the Functioning of the European Union foresees the application of the ceilings of the last year of the current MFF and Article 30 of the current Interinstitutional Agreement on budgetary discipline and sound financial management foresees a prolongation of the 2013 ceilings, adjusted with a 2 % fixed deflator a year, until a new MFF is adopted;

2. rappelle que si aucun accord n'est conclu sur le règlement relatif au prochain CFP avant la fin de cette année, l'article 312, paragraphe 2, en vertu duquel le règlement relatif au CFP n'est adopté par le Conseil qu'après approbation du Parlement européen, l'article 312, paragraphe 4, qui prévoit l'application des plafonds de la dernière année du cadre financier actuel si aucun accord sur le prochain CFP ne s'est dégagé en temps utile, et le point 30 de l'accord interinstitutionnel actuel sur la discipline budgétaire et la bonne gestion financière continueront de s'appliquer, ce qui signifie la prolongation des plafonds de 2013 moyennant un ajustement sur la base d'un déflateur fixe de 2 % par an tant que le nouveau règlement relatif au CFP n'aura pas été adopté; rappelle être disposé, dans cette éventualité, à conclure rapidement un accord avec le Conseil et la Commission qui garantisse que les bases juridiques sont vigueur pour la mise en œuvre des programmes et les politiques de l'Union en 2014;
2. Recalls that in the event of no agreement on the next MFF Regulation by the end of this year, Article 312(2), according to which the MFF regulation is adopted by the Council only after the European Parliament has given its consent, Article 312(4) which foresees the application of the ceilings of the last year of the current MFF in case no agreement on the next MFF is reached in due time and Article 30 of the current inter-institutional agreement on budgetary discipline and sound financial management will apply, which means a prolongation of the 2013 ceilings, adjusted with a 2 % fixed deflator a year, until adoption of a new MFF regulation; reiterates, in this eventuality, its readiness to reach a swift agreement with the Council and the Commission on ensuring that legal bases are in force for the implementation of EU programmes and policies in 2014;

75. rappelle que 2013 est la dernière année du cadre financier pluriannuel actuel, la mise en œuvre de projets cofinancés étant en cours et s'accélérant probablement et la majeure partie des demandes de paiement arrivant probablement à la Commission au cours du deuxième semestre de l'année; invite le Conseil et la Commission à analyser et à évaluer sans délai, en concertation avec le Parlement, les chiffres et les exigences afin de ne pas compromettre l'exécution en 2013; souligne qu'une lacune au niveau des crédits de paiement met actuellement en péril des programmes fonctionnant de façon satisfaisante;
75. Recalls that 2013 is the last year of the current MFF, where implementation of co-financed projects runs at full speed and is expected to accelerate further and the bulk of payment requests is expected to reach the Commission in the second half of the year; therefore calls on the Council and the Commission to immediately analyse and assess, along with Parliament, the figures and requirements in order not to jeopardise implementation for 2013; points out that a lack of payment appropriations endanger currently well-functioning programmes;
