Pour veiller à ce que les montants destinés à financer les dépenses de marché et des paiements directs dans le cadre de la PAC, figurant actuellement à la rubrique 2 de l'annexe I de l'accord interinstitutionnel entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière , respectent les plafonds annuels fixés par la décision 2002/929/CE des représentants des gouvernements des États membres, réunis au sein du Conseil le 18 novembre 2002, concernant les conclusions du Conseil européen réuni à Bruxelles les 24 et 25 octobre 2002 , un ajustement des paiements directs est décidé lorsque, pour un exercice donné, les prévisions de financement desdits paiements au titre de la rubrique 2, augmentées des montants fixés aux articles 134 et 135 du présent règlement et avant application de la modulation prévue aux articles 7 et 10 du présent règlement ainsi qu'à l'article 1er, paragraphe 1, du règlement (CE) no 378/2007, indiquent que le plafond annuel susmentionné applicable sera dépassé, compte tenu d'une marge de 300 millions EUR en dessous de ce plafond.
1. With a view to ensuring that the amounts for the financing of the market related expenditure and direct payments of the CAP currently under heading 2 of Annex I to the Interinstitutional Agreement between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management respect the annual ceilings set out in the Decision 2002/929/EC of the Representatives of the Governments of the Member States, meeting within the Council of 18 November 2002, concerning the Conclusions of the European Council meeting in Brussels on 24 and 25 October 2002 , an adjustment of the direct payments shall be determined when the forecasts for the financing of the aforementioned measures under heading 2 for a given financial year, increased by the amounts given in Articles 134 and 135 of this Regulation and before application of modulation provided for in Articles 7 and 10 of this Regulation and Article 1(1) of Regulation (EC) No 378/2007, indicate that the applicable abovementioned annual ceiling, taking into account a margin of EUR 300 000 000 below that ceiling, will be exceeded.

Si les captures annuelles des espèces visées à l'article 1 dans la zone de pêche du Madagascar, telles que déclarées et validées pour les navires de pêche de l'Union européenne conformément à la section 1 du chapitre IV de l'annexe au présent protocole, dépassent le tonnage de référence indiqué au paragraphe 2.1 de l'article 4, le montant de la contrepartie financière annuelle sera augmenté de 55 EUR durant les deux premières années du protocole et de 50 EUR durant les deux dernières années pour chaque tonne supplémentaire capturée.
1. In the event of the annual amount of catches of the species referred to in Article 1 made in the fishing zone of Madagascar, as declared and validated in respect of the European Union fishing vessels in accordance with Section 1 of Chapter IV of the Annex to this Protocol, exceeding the reference tonnage specified in paragraph 2.1 of Article 4, the amount of the annual financial contribution shall be increased by EUR 55 during the first two years of the Protocol, and EUR 50 during the last two years for each additional tonne caught.

Il ne sera pas soulevé d’objection si un État membre modifie les quantités annuelles totales provisoires de quotas d’émission présentées pour les installations situées sur son territoire qui figurent sur les listes visées au paragraphe 1 et qui sont énumérées à l’annexe I, point A, de la présente décision avant de déterminer la quantité annuelle totale définitive pour la période 2013-2020 conformément à l’article 10, paragraphe 9, de la décision 2011/278/UE, pour autant que la modification consiste à exclure toute augmentation du nombre de quotas qui n’est pas prévue par ladite présente décision.
2. No objections are raised should a Member State amend the preliminary total annual amounts of emission allowances submitted for the installations in its territory included in the lists referred to in paragraph 1 and listed in point A of Annex I to this Decision before determining the final total annual amount for each year from 2013 to 2020 in accordance with Article 10(9) of Decision 2011/278/EU to the extent that the amendment consists of excluding any increase in allocation that is not provided for in that Decision.

Le directeur exécutif sera responsable de l’instauration et de la mise en œuvre d’un système efficace de contrôle et d’évaluation du travail de l’agence. Il établira un rapport annuel sur les activités de l’agence qui comparera notamment les résultats obtenus aux objectifs du programme de travail annuel. Après consultation des groupes consultatifs et adoption par le conseil d’administration, ce rapport sera transmis, au plus tard le 15 juin de l’année suivante, au Parlement européen, au Conseil, à la Commission, au Comité économique et social européen et à la Cour des comptes. Le premier rapport sera présenté en 2013 et publié.
The Executive Director will be responsible for establishing and implementing effective monitoring and evaluation of the Agency's performance. The Executive Director will prepare an annual report on the activities of the Agency which will compare, in particular, the results achieved with the objectives of the annual work programme. This report, following consultation of the Advisory Groups and adoption by the Management Board, will be forwarded by 15 June of the subsequent year at the latest to the European Parliament, the Council, the Commission, the European Economic and Social Committee and the Court of Auditors. The first report will be delivered in 2013 and published.
