B. considérant que les réformes et amnisties annoncées ou promises par le président el-Assad ne se sont jamais concrétisées et que le régime a perdu toute crédibilité; considérant que le gouvernement syrien utilise la Cour suprême de sûreté de l'État (CSSE), un tribunal spécifique qui n'appartient pas au système d'incrimination pénale ordinaire, pour juger des militants politiques et des défenseurs des droits de l'homme; que la violence s'accompagne d'efforts du régime et de ses partisans qui visent à aggraver les tensions sectaires et attiser les conflits inter-ethniques ou inter-confessionnels dans le pays;
B. whereas the reforms and amnesties announced and promised by President Bashar al-Assad have never been put into practice and the regime has lost all credibility; whereas the Syrian Government uses the Supreme State Security Court (SSSC), a special court that remains outside the ordinary criminal justice system, to try political activists and human rights defenders; whereas the violence is accompanied by actions by the regime and its supporters aimed at increasing sectarian tensions and inciting inter-ethnic and inter-confessional conflict in the country;
