Ces deux instruments sont liés à la modification annoncée du traité de Lisbonne, à l’aide d’une procédure simplifiée et sans organiser de référendums, dans le but d’introduire la «conditionnalité» associée au mécanisme européen de stabilité.
Both instruments are linked to the announced amendment – using the simplified procedure and without holding any referenda – to the Treaty of Lisbon, with the aim of introducing the so-called ‘conditionality’ associated with the European Stability Mechanism.

– (PT) Ce qui se passe actuellement avec la modification annoncée du traité de Lisbonne montre que tout ce que les dirigeants européens nous avaient dit au sujet de l’importance des parlements nationaux et du Parlement européen, du renforcement de la démocratie et de la viabilité du traité lui-même, n’était rien de plus que de la propagande.

The Council, when considering whether effective action has been taken in response to its notice made in accordance with Article 126(9) TFEU, shall base its decision on the report submitted by the Member State concerned in accordance with Article 5(1a) of this Regulation and its implementation, as well as on any other publicly announced decisions by the government of the Member State concerned.

2. The Council, when considering whether effective action has been taken in response to its recommendations made in accordance with Article 126(7) TFEU, shall base its decision on the report submitted by the Member State concerned in accordance with Article 3(4a) of this Regulation and its implementation, as well as on any other publicly announced decisions by the government of the Member State concerned.

Any request from the Council for consent in relation to a proposal submitted pursuant to Article 7(1) and (2) of the Treaty on European Union along with the observations submitted by the Member State in question shall be announced to Parliament and referred to the committee responsible in accordance with Rule 81.
