Recalls that its above-mentioned resolution of 2006 already called for the existing action plan to be followed by a new one, and urges the Commission therefore to submit – based on new scientific evidence and experience – a report assessing the implementation of the current plan and the situation concerning animal welfare policy in the EU, on the basis of which it should compile the action plan for animal welfare 2011-2015 which, in the light firstly of Article 13 of the Treaty on the Functioning of the European Union, then of the widespread need to address the protection of all animals, including wild animals that are kept in captivity or are submitted to a treatment which is controlled by humans and finally the results of the previous plan, should be backed by the required funding;
