Question No. 310 Mr. Malcolm Allen: With respect to the Canadian Food Inspection Agency’s (CFIA) animal transportation inspection system and review of the animal transport regulations under the Part XII of the Health of Animals Regulations: (a) how many full-time CFIA inspectors are stationed across the country to inspect animal welfare and ensure compliance with Part XII of the Health of Animals Regulations; (b) what positions and titles do these inspectors hold; (c) how many of these inspectors hold the title or position of animal health inspector; (d) how many of these inspectors hold the title or position of multi-program inspector; and (e) do draft amendments or proposals to the animal transport regulations under the Health of Animals Regulations, Part XII, exist and, if so, what is the Agency’s timeframe for publishing those proposed changes in Part I of the Canada Gazette?

The Belgian, Danish, Swedish, Netherlands and Austrian delegations, while open to such an approach, wanted a maximum limit to be set for the transport of animals for slaughter and a ceiling placed on the number of transport stages for other types of animal. The Swedish and Danish delegations in particular emphasised the need for more account to be taken of animal welfare, with animals being slaughtered close to the place of rearing and meat transported instead of animals.

Without prejudice to Article 4a, Member States which have been free of foot-and-mouth disease for more than two years ; which do not practice routine vaccination and which, by way of derogation from the requirements of this Directive do not allow in their territory animals vaccinated against the said disease for a period to be determined in accordance with the procedure laid down in Article 12, may, until 31 December 1982 and while complying with general rules of the Treaty, impose the following conditions upon the introduction into their territory of animals for breeding, store and slaughter: A. when such animals come from a Member State which has been free from foot-and-mouth disease for at least two years: (1) does not practise vaccination against foot-and-mouth disease and does not allow animals vaccinated against the said disease on its territory, the animals must fulfil the requirements of this Directive, with the exception of the provisions relating to the compulsory vaccination against foot-and-mouth disease;
