During agricultural research, when the aim of the research requires that the animals are kept under similar conditions to those under which commercial farm animals are kept, the keeping of the animals should at least follow the standards laid down in Council Directive 98/58/EC (17) and in the specific Directives for the protection of calves and pigs (Council Directives 91/629/EEC (18) and 91/630/EEC (19) as well as in the Recommendations adopted under the Council of Europe Convention for the Protection of Animals kept for Farming Purposes (ETS No 87).

Calls on the Commission to take greater account of animal protection aspects in the fight against animal diseases; considers that the vaccination of animals in certain regions in the case of emergencies is preferable to the killing of large numbers of healthy animals, albeit recognising the different attitudes to vaccination in each Member State and their potential effects on trade; considers moreover that, where technically possible, there ought to be greater scope for preventive vaccination; calls on the Commission to increase its efforts to adapt relevant treaties of the World Organisation for Animal Health (Office International des Epizooties, OIE) accordingly, so that there are fewer trade restrictions as regards products originating from vaccinated animals;

Acknowledges that animal disease outbreaks occur regularly around the world and that international trade in animals and animal products could cause them to spread; notes the inherent difficulties in regularly vaccinating and maintaining vaccination records for densely stocked animals in transit; considers, particularly in the light of the spread of the bird-flu virus, that trade in wild birds represents a risk to human and animal health and biological diversity as well as to animal welfare, and the temporary ban should be made permanent, in line with WTO provisions; calls at the same time on the Member States to coordinate and improve border controls with the goal of preventing the illegal import of wild birds;

Welcomes the greater emphasis placed on animal protection under the Common Agricultural Policy; points out, however, that the resulting costs associated with red tape are already significantly too high; regrets, furthermore, the fact that the cut in funding for rural development policy will create practical obstacles to the financing of aid for stockbreeders to adapt to the Community rules on animal welfare; regrets that poultry and pig farmers are not being compensated for complying with Community animal welfare legislation under the cross compliance schemes;

The training course should also ensure that researchers and carers make provision, where appropriate, for the training and socialisation of animals for use in experiments so that the animals are familiar with other animals, people and the relevant procedure for the experiment;

19. la Commission européenne doit continuer à surveiller de près la qualité globale du transport d'animaux et présenter des propositions concrètes d'amélioration de divers aspects, en tenant également compte d'aspects qui ne sont pas mentionnés dans le rapport d'évaluation; des propositions concrètes doivent être soumises concernant la mise en adéquation des périodes de transport et de repos des animaux et des chauffeurs, les possibilités de nettoyage et de désinfection après le transport, la définition de la qualification pour le transport des animaux, la définition des critères applicables à l'espace et à la température pendant le transport et l'introduction d'un agrément pour les camions et les chauffeurs;

The Commission should examine the quality of the transport of animals and to present specific proposals for improving various aspects thereof, taking also into consideration aspects that are not mentioned in the evaluation report; specific proposals should be forwarded for harmonising travelling/driving and resting/rest periods for animals and drivers for ensuring that cleaning and disinfecting facilities are available after transport, for defining fitness for transport in the case of animals, for defining space and temperature requirements during transport and for introducing truck certification and driver certification;
