Question No. 413 Mr. Hoang Mai: With regard to the Canada Revenue Agency’s (CRA) response to the provisions of the Internal Revenue Service (IRS) regarding the Foreign Account Tax Compliance Act (FATCA): (a) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Convention Between Canada and the United States of America With Respect to Taxes on Income and on Capital and its amending Protocol (2007); (b) how many citizens from the United States of America will be affected by FATCA, (ii) are there specific Canadian exemptions to FATCA; (c) has Canada negotiated with United States Treasury officials or the IRS following the announcement of FATCA provisions, (i) at what time was the government made aware of these provisions, (ii) how long did it take Canada to respond to the initial creation of FATCA and its implementation, (iii) are there ongoing negotiations in this regard; (d) will Canada inform dual citizens about FATCA and, if so, (i) how, (ii) at what time, (iii) what department or agencies will be responsible; (e) has the government conducted any studies or mandated a task force to look into how much FATCA will cost Canadians and, if so, what are the cost implications resulting from the additional regulations and demands, (i) for the government, (ii) for the CRA, (iii) for Canadian banks, (iv) who will absorb these costs, (v) are there other types of non-financial costs such as efficiency or fairness reductions; (f) which Canadian civil liberties associations or other types of association has the government met with to discuss the privacy implications of FATCA and what actions will the government undertake to protect the fundamental civil liberties of all Canadians in this regard; (g) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Privacy Act or the Personal Information Protection and Electronic Documents Act, and if so, which department undertook this assesment; ...

Calls upon the Commission to put forward a methodological proposal - to be discussed, inter alia, within the Euro-Latin American Parliamentary Assembly and at the EU-Latin American and Caribbean (LAC) Summit to be held in Lima in May 2008 - concerning ways of coordinating - in cooperation with local institutions and organisations - the various EU initiatives designed to combat feminicide and the impunity of the perpetrators, and to make the staff of those institutions and organisations aware of gender issues and violence against women; calls also for such initiatives to be regularly put forward and discussed by its Committee on Women's Rights and Gender Equality, in conjunction with its Delegation for relations with the countries of Central America and its Delegation to the EU-Mexico Joint Parliamentary Committee;

If I have to read at a time like this that the United States of America is still rejecting the International Criminal Court and that Congress is even debating whether or not those who cooperate with the Criminal Court should be penalised, then this is not what I understand by developing a policy based on solidarity between the European Union and the United States.

Such operations, Mr Cheysson pointed out, are part of the European Community's drive to back up the process of peace and understanding in the countries of Central America in line with the proposals of Nobel Peace Prize- winner President Arias, which had been confirmed in the Esquipulas II plan. The Community schemes will be grouped together in an overall peace support programme which will be discussed at the ministerial meeting of the Community, Central America and the Contadora Group in Hamburg next February (San José IV).
