TRADUCTIONS EN CONTEXTE

vu l’amendement au projet de budget rectificatif no 2/2014 adopté par le Parlement européen le 22 octobre 2014,
having regard to the amendment to the Draft amending budget No 2/2014 adopted by Parliament on 22 October 2014,

regrette, par conséquent, que le Conseil ait à nouveau procédé cette année aux réductions horizontales habituelles du projet de budget dans le but de faire baisser artificiellement les ressources de l'Union pour 2013 d'un montant global de 1 155 000 000 EUR (- 0.8 %) en crédits d'engagement et de 5 228 000 000 EUR (- 3,8 %) en crédits de paiement par rapport au projet de budget, ce qui se traduit par une très légère hausse des engagements (+ 1,27 % et non 2 % du projet de budget) comme des paiements (+ 2,79 % et non 6,8 % du projet de budget) par rapport au budget 2012;
Deplores, therefore, the decision of the Council to proceed again this year with the usual approach of horizontal cuts to the DB, aimed at artificially reducing the level of the EU's resources for 2013 by an overall total of EUR 1 155 million (- 0,8 %) in commitment appropriations (CA) and EUR 5 228 million (- 3,8 %) in payment appropriations (PA) as compared to the DB, thereby leading to a very modest increase compared to the 2012 budget both in commitments (+ 1,27 % compared to 2 % of the DB) and in payments (+ 2,79 % compared to 6,8 % of the DB);

Has taken note of the Commission's Letter of Executability regarding the amendments to the draft budget adopted by Parliament at first reading; considers it unacceptable that the Commission presented this document at such a late stage in the procedure, thus rendering it far less useful than it could have been; insists that several important political issues require appropriate visibility in the Union's budget; decides to create new budgetary lines on climate change, on the Small Business Act (SBA), on the financial instrument for the adaptation of the fishing fleet to the economic consequences of fuel prices, on the EU Baltic Sea Strategy and on aid for rehabilitation and reconstruction of Georgia; has decided to take some of the Commission's comments into account in the second reading of the budget; will, however, abide by its first reading decisions especially in those cases in which sufficient time and effort has already been spent at an earlier stage on assessing how Parliament's amendments can best be implemented, as was the case with pilot projects and preparatory actions;

8. se félicite des cinq déclarations communes, annexées à la présente résolution, adoptées par le Parlement européen et le Conseil lors de la concertation en première lecture sur le budget 2008, du 13 juillet 2007; a renforcé l'importance politique de ces déclarations en les prenant en compte lors de l'élaboration d'amendements au projet de budget conformément à la logique d'un "budget axé sur les résultats";
8. Welcomes the agreement of five joint statements, annexed to this resolution, between the European Parliament and Council at the first reading conciliation on the 2008 budget of 13 July 2007; has reinforced the political importance of these statements by taking them into account in the preparation of amendments to the draft budget in line with the "budget for results" approach;

Before the Council's second reading, the Commission will send a letter to the Chairman of the European Parliament's Committee on Budgets, with a copy to the other arm of the budgetary authority, containing its comments on the executability of the amendments to the draft budget adopted by the European Parliament at first reading.

Si, dans ce délai, le Parlement européen n’a pas amendé le projet de budget ni proposé de modification à celui-ci, le budget est réputé définitivement arrêté.
If within this period the European Parliament has not amended the draft budget nor proposed any modifications thereto, the budget shall be deemed to be finally adopted.
