Commends the Conciliation Committee for reaching consensus on 60 constitutional amendments, but expresses concern at the suspension of its work and the current lack of progress; strongly believes that work on a new constitution for Turkey should be continued, as this is essential for the reform process in Turkey; stresses the importance of achieving consensus, within the framework of the constitutional reform process, on an effective system of separation of powers and an inclusive definition of citizenship in order to arrive at a fully democratic constitution which guarantees equal rights for all the people of Turkey; underlines the fact that Turkey, as a member state of the Council of Europe, would benefit from active dialogue with the Venice Commission on the constitutional reform process; underlines the fact that the constitutional reform process should be carried out in a transparent and inclusive manner, with full involvement of civil society at all stages;
