Mr. Pat Martin: Mr. Chairman, I appreciate my friend from the Bloc introducing this amendment, because it resembles quite substantially my own thoughts regarding subclause (2) of clause 16, clause 17, and now clause 18, in which we sought to delete this particular language, although it finds itself as subclause (3) in clause 18, dealing with the conflict made under this clause in the act of Parliament, etc., etc.
