Une conférence de lancement du CER particulièrement réussie, organisée conjointement par la Deutsche Forschungsgemeinschaft (fondation allemande pour la recherche) et la Commission européenne, a eu lieu les 27 et 28 février 2007 à Berlin.
A highly successful ERC launch conference took place on 27/28 February 2007 in Berlin, co-organised by the Deutsche Forschungsgemeinschaft, DFG (German Research Foundation) and the European Commission.

À la suite des enquêtes effectuées auparavant par la Commission européenne, l’autorité réglementaire allemande des télécommunications (la «BNetzA») a revu son projet de proposition visant à autoriser l’opérateur allemand Deutsche Telekom à moderniser son réseau en recourant à la technologie de vectorisation dans les zones comprises dans un rayon de 550 m autour d’un commutateur local (également dénommées «zones locales d'appel»).
As a result of the European Commission's earlier investigations, the German telecoms regulator (BNetzA) has improved its draft proposal to allow the German operator Deutsche Telekom (DT) to upgrade its network with vectoring technology in areas of 550m around a local exchange (also known as "nearshore areas").

In May, the Commission had indeed opposed BNetzA's initial plans and opened an in-depth investigation into the German regulator's proposal to allow Deutsche Telekom (DT) to upgrade its network with vectoring technology (see here).

In this regard, the General Court held, for example, in Deutsche Bahn v Commission that the implementation by Germany of a clear and precise obligation not to levy the harmonised excise duty on fuel used for the purpose of commercial air navigation laid down in Directive 92/81 (15) was, as an implementation of this obligation into national law, not imputable to Germany but in fact stemmed from an act of the Union legislature (16).
