Afin de tenir compte de la situation des petits agriculteurs, en particulier du fait qu'aucun mécanisme de modulation ou d'ajustement comportant notamment l'exonération de ce mécanisme des paiements directs jusqu'à 5 000 EUR n'est applicable en 2014, les États membres qui n'accordent pas de paiement redistributif ou qui ne choisissent pas de transférer des fonds vers le soutien au développement rural en application du mécanisme de flexibilité devraient être autorisés à ne pas réduire la valeur de l'ensemble des droits au paiement.

6a. A Member State subject to a macroeconomic adjustment programme shall carry out a comprehensive audit of its outstanding stock of debt in order to inter alia carry out an assessment of the reasons having led to the building up of excessive levels of debt as well as any irregularity involved in the debt issuance process.
