It is important, therefore, from the stage of planning any adjustment measure, to take into account its social dimension, particularly in order to reduce any negative effects it may have on the most vulnerable sections of the population and to promote simultaneously the objectives of economic growth and social justice; - structural adjustment cannot be carried out in the space of two or three years without causing a social explosion; we must therefore ensure that the rate at which reforms are implemented is compatible with the capacities and resources of each country and its development objectives, and is bearable for its people; - although we must ensure that sectoral policies are dovetailed coherently with macroeconomic structural adjustment measures, the latter must not prevent the pursuit of what are priority objectives for numerous African countries, in particular the objective of food security.
