Monsieur le Président, j'ai l'honneur de présenter à la Chambre, dans les deux langues officielles, les rapports suivants du Comité permanent des comptes publics, à savoir le quatrième rapport sur le chapitre 1, L’analyse comparative entre les sexes, du rapport du printemps 2009 de la vérificatrice générale du Canada; le cinquième rapport du comité sur le chapitre 1, La protection des renseignements et des biens du gouvernement lors de l'octroi des contrats, du rapport d'octobre 2007 de la vérificatrice générale du Canada; le sixième rapport du comité sur le chapitre 3, La gestion des ressources humaines Affaires étrangères et Commerce international Canada, du rapport de mai 2007 du vérificateur général du Canada; et, finalement, le septième rapport du comité sur le chapitre 4, L’intérêt sur les acomptes versés par les sociétés Agence du revenu du Canada, du rapport du printemps 2009 de la vérificatrice générale du Canada.
Mr. Speaker, I have the honour to present in the House, in both official languages, the following reports of the Standing Committee on Public Accounts: the fourth report on Chapter 1, Gender-Based Analysis, of the Spring 2009 Report of the Auditor General of Canada; the fifth report of the committee on Chapter 1, Safeguarding Government Information and Assets in Contracting, of the October 2007 Report of the Auditor General of Canada; the sixth report of the committee on Chapter 3, Human Resources Management Foreign Affairs and International Trade Canada, of the May 2007 Report of the Auditor General of Canada; and, finally, the seventh report of the committee on Chapter 4, Interest on Advance Deposits from Corporate Taxpayers Canada Revenue Agency, of the Spring 2009 Report of the Auditor General of Canada.

Je me range derrière ce rapport déposé à la Chambre. Par contre, mon inquiétude découle du fait que le ministre de l'Agriculture et de l'Agroalimentaire et son gouvernement dictatorial et insensible ont fait preuve de mépris, non seulement à l'endroit des agriculteurs qui ont posé les questions qui se trouvent dans le sixième rapport, mais également à l'endroit de la Chambre qui a adopté à la suite du vote de la majorité le sixième rapport contenant les questions recommandées par la communauté agricole relativement à la commercialisation à guichet unique par l'entremise de la Commission canadienne du blé.
I agree with this report tabled in the House, however, my concern arises from the fact that the Minister of Agriculture and Agri-Food and this dictatorial, non-responsive government have shown not only contempt for farmers who posed the questions that are in that sixth report, but also contempt for the House which passed by a majority vote the sixth report, the questions recommended by the farm community for a vote on single desk marketing through the Canadian Wheat Board.

La mise en oeuvre de chaque programme d'appui assure un accès aussi large et transparent que possible des opérateurs économiques des États ACP aux ressources du programme et des procédures d'appel d'offres qui se concilient avec les pratiques administratives et commerciales de l'État concerné, tout en assurant le meilleur rapport qualité/prix pour les biens importés et la cohérence nécessaire avec les progrès réalisés au niveau international pour harmoniser les procédures d'appui à l'ajustement structurel.
7. The implementation of each support programme shall ensure that the eligibility of ACP economic operators for access to the resources of the programme is as wide and transparent as possible and that the procurement procedures accord with the administrative and commercial practices in the State concerned, while ensuring the best possible price/quality ratio on imported goods and the necessary consistency with the progress achieved internationally for harmonising the procedures for supporting structural adjustment.
