I don't think it's possible to turn things around insofar as the French minorities outside of Quebec are concerned until one recognizes that Canada is not only bilingual but basically bicultural and binational, and I think, with the direction the B and B commission was taking, and which unfortunately got sidetracked, that is one of the big issues about how to change the rules of the game. I don't think the Official Languages Act changed the rules of the game sufficiently outside of Quebec to make any difference, and the proof seems to be there in terms of numbers.
