Sur la question de l’exploitation de l’eau et de la surexploitation de l’eau des colonies, je voudrais ramener mes collègues au Special report on the situation in the Jordan valley de l’Assemblée parlementaire Euromed qui, elle-même, cite abondamment le rapport de la Banque mondiale intitulé Assessment of restrictions on palestinian water sector development et le rapport d’Amnesty International Troubled waters etc., qui donnent les chiffres exacts de cette exploitation, laquelle est quatre à cinq fois plus importante chez les Israéliens.
On the issue of the exploitation of water and the overexploitation of water by the settlements, I should like to refer my fellow Members to the Special Report on the Situation in the Jordan Valley by the Euromed parliamentary assembly which, itself, quotes time and again from the World Bank report entitled Assessment of Restrictions on Palestinian Water Sector Development and from the Amnesty International Troubled Waters report, and so on. These reports put exact figures on this exploitation, which is four to five times greater amongst the Israelis.

L. whereas in 2007 two reports published by Israeli NGOs showed that Palestinian prisoners are subjected to physical ill-treatment and deprived of basic necessities, such as food and sleep, for more than 24 hours; whereas these facts were confirmed in the report by the Public Committee Against Torture in Israel (PCATI) entitled 'No Defence: Soldier Violence against Palestinian Detainees' published on 22 June 2008; whereas although the phenomenon of violence against Palestinian detainees by soldiers is well known, only a small number of investigations and legal proceedings concerning cases of abuse by soldiers have been conducted; whereas this violence and harassment is sometimes designed to pressure Palestinian detainees into becoming collaborators or informants for Israel,

actively monitor, verify and evaluate PA performance with regard to the implementation of the APRC (Agreed Principles for Rafah Crossing) and will act with authority to ensure that the PA complies with all applicable rules and regulations concerning the Rafah crossing point and the terms of the APRC; contribute to Palestinian capacity building in all aspects of border control and customs operation; contribute to the liaison between the Palestinian, Israeli and Egyptian authorities in all aspects regarding the management of the Rafah Crossing Point.

The tobacco and crude oil monopolies as well as other PA monopolies and commercial investments, for example the 100% PA-owned cement company or the 30% PA-share in the Jericho Casino - which according to recent Israeli press reports may have also involved Israeli interests- are grouped under the Palestinian Commercial Service Company, which holds PA commercial investments.

Article 2 In accordance with the relevant Community procedures the Council will examine proposals that the Commission will make: - for the rapid implementation of programmes of assistance for the development of the Occupied Territories and a Palestinian operating budget, in close consultation with the Palestinians and equally close coordination with other donors - to provide aid in the framework of existing guidelines to the other parties to the bilateral negotiations as they progress substantially towards peace.
