Il importe toutefois, étant donné que l'exercice financier agricole couvre les dépenses encourues et les recettes perçues et inscrites dans la comptabilité budgétaire des Fonds par les organismes payeurs pour l'exercice financier "N" commençant le 16 octobre de l'année "N-1" et se terminant le 15 octobre de l'année "N", que les dispositions ayant trait à l'agrément et au retrait d'agrément des organismes payeurs et des organismes de coordination et ayant trait aux compétences pertinentes de la Commission, ayant trait à la gestion financière des Fonds telles que le plafond budgétaire, la réserve de crise dans le secteur agricole, la discipline financière et l'affectation des recettes, s'appliquent à partir d'une date antérieure correspondant au début de l'exercice 2014, c'est-à-dire le 16 octobre 2013.
