Proposée par la Commission en 2003-2004 en tant que politique d'encadrement appelée à permettre à une UE élargie de renforcer et d'approfondir ses relations avec ses seize plus proches voisins (Algérie, Arménie, Azerbaïdjan, Biélorussie, Égypte, Géorgie, Israël, Jordanie, Liban, Libye, Maroc, Moldavie, Syrie, Territoire palestinien occupé, Tunisie et Ukraine) en vue de contrecarrer les risques de marginalisation pour les pays voisins qui n'avaient pas participé à l'élargissement historique de 2004 et donc de garantir le renforcement d'un espace commun de prospérité, de stabilité et de sécurité.
Proposed by the Commission in 2003-2004 as a framework policy through which an enlarged EU could strengthen and deepen relations with its 16 closest neighbours (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Occupied Palestinian Territory, Syria, Tunisia and Ukraine) with a view to counteracting risks of marginalisation for the neighbouring countries which had not participated in the historic 2004 enlargement and therefore ensuring the strengthening of a shared area of prosperity, stability and security.

59. regrette que l'Union ait abandonné sa politique commune d'embargo sur les armes en Syrie, compromettant ainsi les perspectives d'une démarche commune; condamne la tragique hécatombe qui se poursuit en Syrie et qui a déjà eu des effets humanitaires dévastateurs et déstabilisateurs, y compris sur les pays voisins et notamment sur la Jordanie, le Liban, l'Iraq et la Turquie; invite les États membres à faire preuve de solidarité et à apporter leur aide aux réfugiés de Syrie et aux personnes déplacées à l'intérieur du pays; condamne résolument les massacres de civils et souligne que l'utilisation d'armes chimiques par le gouvernement syrien constitue une violation flagrante des normes internationales susceptible de déboucher sur le renvoi de tous les responsables devant la Cour pénale internationale; salue la fermeté de la réaction internationale et appelle de ses vœux l'application rapide, sous contrôle international, du programme de destruction de toutes les armes chimiques concernées; souligne que la gravité de la situation en Syrie exige une grande cohésion et une grande solidarité entre les États membres de l'Union dans leur action, en collaboration avec l'OTAN et les acteurs de la région, notamment la Russie, l'Iran, Israël et la Turquie; demande que l'Union européenne soutienne activement les initiatives tendant à l'organisation des pourparlers dits de Genève II afin de promouvoir un règlement politique acceptable par les Syriens et de mettre fin à la spirale meurtrière de la violence;
59. Regrets the fact that the EU gave up its common policy of an arms embargo on Syria, thereby undermining a common approach; condemns the tragic and ongoing bloodshed in Syria, which has already had a devastating and destabilising humanitarian impact, including on neighbouring countries, in particular Jordan, Lebanon, Iraq and Turkey; calls on the Member States to show solidarity and to provide help to refugees from Syria and displaced persons within Syria; strongly condemns the mass killing of civilians and stresses that the Syrian Government's use of chemical weapons is a gross breach of international norms that may lead to the referral of all those responsible to the International Criminal Court; welcomes the firm international response and calls for the speedy implementation, under international supervision, of the plan to destroy all such chemical weapons; stresses that the severity of the situation in Syria requires a high level of coherence and solidarity among the EU Member States, working in cooperation with NATO and regional actors, especially Russia, Iran, Israel and Turkey; calls for the EU actively to support efforts to convene the Geneva II talks in order to promote a political solution agreeable to the Syrians and bring an end to the deadly spiral of violence;

La Commission européenne énonce dans la présente communication dix recommandations cherchant à améliorer le dialogue politique et la coopération financière relative aux droits de l'homme entre l'Union et ses partenaires de la région méditerranéenne (l'Algérie, l'Egypte, l'Israël, la Jordanie, le Liban, le Maroc, la Syrie, la Tunisie et l'Autorité palestinienne).
In this communication the European Commission makes ten recommendations for enhancing political dialogue and financial cooperation on human rights between the EU and its partners of the Mediterranean region (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia and the Palestinian Authority).

Le 18 juin 2007, sur la base de cette communication et de ces conclusions, le Conseil a transmis des directives à la Commission en vue de la négociation d'accords-cadres avec l'Algérie, l'Arménie, l'Azerbaïdjan, l'Égypte, la Géorgie, Israël, la Jordanie, le Liban, la Moldavie, le Maroc, l'Autorité palestinienne, la Tunisie et l'Ukraine, relatifs aux principes généraux de la participation de ces pays aux programmes communautaires[3].
On the basis of this communication and these conclusions, on 18 June 2007 the Council gave the Commission directives to negotiate Framework Agreements with Algeria, Armenia, Azerbaijan, Egypt, Georgia, Israel, Jordan, Lebanon, Moldova, Morocco, the Palestinian Authority, Tunisia and Ukraine on the general principles for their participation in Community programmes[3].
