Recalls that Article 23 of the 1961 UN Convention lays down conditions governing the cultivation, production and distribution of opium under the supervision of a government agency, and insists that the Afghan Government satisfy those conditions, especially in respect of the southern provinces of the country, where there is excessive opium cultivation,
