Cet accord, qui a été signé par la haute représentante/vice-présidente, M Federica Mogherini, et le ministre afghan des finances, M. Eklil Hakimi, le 18 février, constitue le tout premier cadre juridiquement contraignant régissant les relations entre l'UE et l'Afghanistan.
This agreement, which was signed by the High Representative/Vice-President Federica Mogherini and the Afghani Minister of Finance, Eklil Hakimi on 18 February, represents the first ever legally-binding framework for relations between the EU and Afghanistan.

La conférence était coprésidée d'une part, par la haute représentante de l'Union pour les affaires étrangères et la politique de sécurité/vice-présidente de la Commission européenne, M Federica Mogherini, et le commissaire chargé de la coopération internationale et du développement, M. The Conference was co-chaired by the EU High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, Federica Mogherini and the Commissioner for International Cooperation and Development, Neven Mimica, on behalf of the European Union, and, on behalf of the Islamic Republic of Afghanistan, by the Minister of Foreign Affairs, Salahuddin Rabbani, and the Minister of Finance, Eklil Ahmad Hakimi.
