57. demande d'optimiser la capacité du réseau d'infrastructures existant, notamment au niveau des liaisons routières et ferroviaires actuelles dans la macrorégion, jusqu'à la liaison du dernier kilomètre; souligne la nécessité de terminer l'autoroute Adriatique-Ionienne le plus rapidement possible, car elle permettra de stimuler le développement économique et social de la macrorégion; rappelle l'importance des nouveaux corridors qui comprennent des autoroutes, des voies de chemin de fer et d'autres infrastructures sur chaque rive de la région Adriatique-Ionienne; souligne la nécessité d'une coordination accrue pour éviter la congestion du trafic maritime et en améliorer la gestion et le contrôle;

Calls for the capacity of the existing infrastructure network to be optimised, with particular reference to the existing road and rail links in the macro-region, including ‘last-mile’ links; stresses the need to finalise the Adriatic-Ionian highway as soon as possible, which will give a boost to the economic and social development of the macro-region; recalls the importance of the new corridors that integrate highways, railways and other infrastructures on both sides of the Adriatic-Ionian area; points out the need for greater coordination to prevent maritime traffic congestion and to improve its management and control;

– having regard to the opinion of the European Economic and Social Committee of 11 September 2014 on the Commission communication concerning the European Union Strategy for the Adriatic and Ionian Region (COM(2014)0357) and the European Union Strategy for the Adriatic and Ionian Region: research, development and innovation in SMEs (exploratory opinion requested by the Italian Presidency of the EU),

4. invite les pays des Balkans occidentaux à s'impliquer pleinement et efficacement dans toutes les étapes de la mise en œuvre de la stratégie EUSAIR, et à améliorer leurs relations entre eux ainsi qu'avec le reste de l'Union, notamment en allégeant les charges administratives, en vue d'accélérer la croissance économique durable et de favoriser les contacts interpersonnels, y compris les pays du corridor de la mer Adriatique-Ionienne; souligne l'importance stratégique de ce corridor et exige que les disparités et les carences importantes de ces pays dans le domaine des infrastructures soient corrigées, en particulier pour les routes et les réseaux ferroviaires, les connections intermodales, les systèmes de gestion du trafic et les infrastructures énergétiques; demande la réalisation des tronçons restants des corridors de transport transeuropéens en Europe du Sud-Est, y compris les corridors V, VI, VIII et X, qui amélioreront l'ensemble des liaisons de la région avec les États membres de l'Union européenne; encourage l'accélération de la construction du pont de Pelješac et de l'autoroute Adriatique-Ionienne afin d'améliorer les liaisons;
4. Calls for the Western Balkan countries to be fully and effectively involved in all steps of EUSAIR’s implementation and for them to improve their connectivity among themselves and with the rest of the EU, including by simplifying existing administrative burdens, with the aim of accelerating sustainable economic growth and people-to-people contacts, including the Adriatic-Ionian Corridor; stresses the strategic importance of the Adriatic-Ionian Corridor and calls for these countries’ significant disparities and deficits in infrastructure to be tackled, in particular as regards road and rail networks, intermodal connections, traffic management systems and energy infrastructure; calls for the completion of the remaining stretches of the Trans-European transport corridors in South-East Europe, including Corridors V, VI, VIII and X, which will improve the overall connectivity of the region with the EU Member States; encourages speeding up the continuation of the Pelješac bridge construction and of the Adriatic-Ionian Highway in order to facilitate connectivity;

Suite à la déclaration d'Ancône, plusieurs réseaux de coopération institutionnelle ont été activés afin de soutenir la cohésion et la compétitivité dans la région de l'Adriatique et de la mer Ionienne: l'eurorégion adriatique/ionienne, le forum des villes des mers Adriatique et Ionienne, le forum des chambres de commerce de la zone adriatique et ionienne, Uniadrion, et l'initiative adriatico-ionienne.
With reference to the Ancona declaration, several institutional cooperation networks were activated to support cohesion and competitiveness in the Adriatic and Ionian region: the Adriatic and Ionian Euroregion, the Forum of Adriatic and Ionian Cities, the Forum of Adriatic and Ionian Chambers of Commerce, Uniadrion and the Adriatic and Ionian Initiative.

Une participation active à la stratégie concernant le Danube et à la future stratégie macrorégionale adriatique-ionienne peut aussi soutenir le développement économique et social et promouvoir l'intégration européenne.

O. considérant l'avancement de la proposition de projet pour une stratégie macro-régionale adriatico-ionienne, qui s'inscrit dans une longue pratique de coopération et de solidarité sur un territoire cohérent autour de la mer Adriatique et de la mer Ionienne, et qui est soutenue par les huit États membres de l'Initiative Adriatique-Ionienne (IAI), conformément aux déclarations réitérées par les huit ministres des Affaires étrangères participant à l'Initiative, à Ancône (2010), Bruxelles (2011) et Belgrade (2012);
O. whereas the proposal for an Adriatic-Ionian macro-regional strategy is progressing, taking place in the context of longstanding cooperation and solidarity in a contiguous territory around the Adriatic and Ionian Seas, and supported by the eight participating states of the Adriatic-Ionian Initiative (AII), as repeatedly demonstrated in the statements made by the eight foreign ministers who signed up to the Initiative in Ancona (2010), Brussels (2011) and Belgrade (2012);

Bien que ces dernières années plusieurs initiatives et projets de partenariats liés aux questions macrorégionales aient été mis en œuvre dans la zone de coopération concernée (l'eurorégion adriatique, le forum des chambres de commerce de la zone adriatique et ionienne, le forum des villes des mers Adriatique et Ionienne, Uniadrion, etc.), le CESE souhaite également faire remarquer que cette stratégie a nécessité beaucoup de temps pour se concrétiser malgré le fait que les discussions sur l'initiative adriatico-ionienne ait été lancées dès octobre 1999 à la demande du gouvernement italien et que l'initiative ait été adoptée officiellement par la signature de la déclaration d'Ancône en mai 2000.
Although in recent years several partnership initiatives and projects relating to macro regional issues have been carried out in the cooperation area concerned (‘Adriatic Euroregion’, ‘Forum of the Adriatic and Ionian Chambers of Commerce’, ‘Forum of Adriatic and Ionian Cities’, Uniadrion, etc.) the EESC would also point out that this strategy has taken a long time to materialise despite the fact that discussions on the ‘Adriatic and Ionian Initiative’ began as far back as October 1999 at the behest of the Italian government and were officially established in May 2000 with the ‘Ancona Declaration’.
