K. considérant qu'en 2007 et en 2008, l'Assemblée générale des Nations unies a adopté les résolutions historiques 62/149 et 63/168, qui appellent à un moratoire mondial sur les exécutions et ont pour objectif ultime l'abolition de la peine de mort, et, soulignant à cet égard, que le nombre de pays soutenant cette résolution a augmenté, en conséquence de quoi la résolution 63/168 a été adoptée par une majorité écrasante de 106 voix pour, 46 contre et 34 abstentions,
