These objectives include: - effective management of secure transit procedures; - close cooperation among customs administrations and between them and the Commission; - a continuous, consistent and constructive dialogue between the customs authorities and operators; - clear, consistent and accessible rules and instructions; - well-trained and properly supervised customs officers who are aware of the need to make a crucial contribution to the smooth functioning of the transit procedures as a whole, and therefore of the Single Market.
