For the sake of market transparency and in accordance with public international law, it should be clarified that the territorial coverage of the EU on the approval of plans is limited to the territory of the State of Israel excluding the territories under Israeli administration since June 1967, namely the Golan Heights, the Gaza Strip, East Jerusalem and the rest of the West Bank.

For the sake of market transparency and in accordance with international law, it should be clarified that in the case of Israel the territorial coverage of the veterinary certificates is limited to the territory of the State of Israel, excluding the territories under Israeli administration since June 1967, namely the Golan Heights, the Gaza Strip, East Jerusalem and the rest of the West Bank.

For the sake of market transparency and in accordance with public international law, it should be clarified that the territorial coverage of the certificates is limited to the territory of the State of Israel excluding the territories under Israeli administration since June 1967, namely the Golan Heights, the Gaza Strip, East Jerusalem and the rest of the West Bank, which should be indicated in Part 2 of Annex II.

F. considérant que les colonies israéliennes sont illégales au regard du droit international et constituent un obstacle majeur aux efforts de paix, tout en étant subventionnées par le gouvernement israélien en termes d'impôts, de logement, d'infrastructures, de routes, d'accès à l'eau, à l'éducation, aux soins de santé, etc.; considérant que, dans son arrêt du 25 février 2010, la Cour de justice de l'Union européenne a considéré que les produits obtenus dans les localités qui sont placées sous administration israélienne depuis 1967 ne bénéficiaient pas du traitement préférentiel défini dans l'accord d'association UE-Israël et qu'en vertu dudit accord, les autorités israéliennes étaient tenues de fournir les renseignements suffisants pour déterminer l'origine réelle des produits;
F. whereas Israeli settlements are illegal under international law and constitute a major obstacle to peace efforts while they are subsidised by the Israeli Government in the fields of taxation, housing, infrastructure, roads, access to water, education, health care etc.; whereas, in its judgment of 25 February 2010, the Court of Justice of the European Union took the view that products obtained in locations which had been placed under Israeli administration since 1967 did not qualify for the preferential treatment provided for under the EU-Israel Association Agreement and that the Israeli authorities were obliged to provide sufficient information under this agreement to enable the real origin of products to be determined;

G. considérant que l'Union a pour position que les produits provenant d'endroits soumis à l'administration israélienne depuis 1967 ne peuvent pas relever du régime tarifaire préférentiel prévu par l'accord d'association UE-Israël;

Les autorités douanières de l’UE ont reçu pour consigne de refuser le régime préférentiel aux produits pour lesquels la preuve d’origine indique que la production conférant le statut d’origine a eu lieu dans une ville, un village ou une zone industrielle placé sous administration israélienne depuis 1967.
The EU customs authorities are advised to refuse preferential treatment to goods for which the proof of origin certificate indicates that the production conferring originating status has taken place in a city, village or industrial zone which has been brought under Israeli administration since 1967.

Selon la position de l’UE et conformément au droit international, les produits issus des territoires placés sous administration israélienne depuis 1967 ne bénéficient pas du régime préférentiel défini dans l’accord d’association UE-Israël.
According to the EU position and in line with international law, products coming from places brought under Israeli administration since 1967 are not entitled to benefit from preferential tariff treatment under the EU-Israel Association Agreement.
