Member States should provide for administrative or judicial procedures to safeguard temporary agency workers' rights and should provide for effective, dissuasive and proportionate penalties for breaches of the obligations laid down in this Directive.

4. En attendant que le conseil d'administration soit constitué conformément au paragraphe 2, point b), et à l'article 12, paragraphes 1 et 2, la Commission convoque un conseil d'administration intérimaire composé des personnalités actuellement désignées par les États membres, le Conseil de l'Europe et la Commission pour siéger au conseil d'administration de l'Observatoire, sur la base de l'article 8 du règlement (CE) no 1035/97.
4. Pending the establishment of the Management Board in accordance with paragraph 2(b) and Article 12(1) and (2), the Commission shall convene an interim Management Board consisting of the persons, currently appointed by the Member States, the Council of Europe and the Commission to the Management Board of the Centre on the basis of Article 8 of Regulation (EC) No 1035/97.

Se référant à la mission diplomatique que vient de mener le Représentant Spécial de l'UE dans la région, le Conseil appelle le Comité de Suivi congolais et toutes les instances congolaises à apporter leur plein soutien à la force intérimaire d'urgence et à coopérer pleinement avec la MONUC afin de permettre aux Congolais et à l'administration intérimaire pour l'Ituri de rechercher une solution politique intégrée en Ituri.
With reference to the diplomatic mission recently carried out in the region by the EU Special Representative, the Council calls on the Congolese monitoring committee and all Congolese authorities to give their full support to the emergency interim force and to cooperate fully with MONUC so that the Congolese and the Ituri Interim Administration can seek an integrated political solution in Ituri.

After the signing of the Partnership and Cooperation Agreement (PCA) in May 1998, the entry into force of the Interim Agreement will mark another step in the strengthening of the relations between the EU and Turkmenistan, as it makes it possible to implement more rapidly the trade and trade-related provisions of the PCA, pending the completion of the procedures for its ratification: i.a. the general principles, current payments, competition, protection of intellectual, industrial and commercial property and the Protocol on mutual assistance between administrative authorities in customs matters.
